- The Transportation Security Administration?s (TSA) Office of Security?s Personnel Security Division (PerSec) uses a mission critical application called BITS to document receipt of all paperwork, all adjudication actions, all clearance actions, incoming and outgoing visit requests, reinvestigations and appeals. The BITS is a client-server application with a MS Access front end and an MS SQL backend. There are also standalone ID Card and Credential Production Systems, which are COTS products, facilitating PerSec activities. PerSec wants to consolidate the BITS and the ID card systems into a centralized, web-based security solution. TSA prefers a solution that builds on hardware and software already deployed at TSA or that is based on COTS products. TSA understands some customization or extension of available COTS products may be required to comply with new Federal standards such as FIPS 201. The system must do the following: Be a secure, web-based personnel security and suitability management system, use role and organization based privileges for access management, be a centralized repository for all personnel security records including identity records, provide audit records of all cases, actions, and data transactions (imports/exports), provide in-process visibility for case status, provide real-time status for all personnel and credential case, provide interfaces for National Finance Center, OPM PIPS and OPM Clearance Verification System, include customizable, rule-based workflow functionality for case management, meet the FIPS 201 registration requirements for ID card issuance, automatically initiate notifications for reinvestigations or re-credentialing per business rules, provide for the integration of ID card management, support physical access control, facility management, and information security functionality provide for the electronic submission of forms and biometric data to external sources (i.e. OPM), integrate personnel security vetting with card issuance and management, secure personnel identity information in accordance with DHS/TSA directives, and support dynamic reporting on all aspects of information in the system. The current TSA computing environment uses Sun hardware running the Solaris operating system and Dell hardware running the Microsoft Windows Server operating system. TSA uses both the Microsoft SQL Server and Oracle relational database management systems, uses the Oracle Application Server and uses some components of the Oracle 11i Application Suite. Following TSA?s verification and validation of the system, the contractor shall work with the TSA to implement the hosting environment on TSA approved servers and provide system support as well as training on the new system. The vendor must hold a GSA Schedule 70 contract and be a Small Business. Three page capability statements outlining the vendor?s qualifications and experience with this type of requirement may be sent to the Contracting Officer, Megan Dake, at megan.dake@dhs.gov, no later then Wednesday, 5/3/05 at 12:00 PM EST.
