- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provide a solution that combines both software capabilities and service support for a best of breed Scheduling Software Management System fro the Defense Acquisition University (DAU) at F ort Belvoir, Virginia. The solution should be web enabled, easily administered by DAU personnel, easy for users, including managers and employees, to access and understand, provides flexible reporting capability and superior functionality. Provide both t echnical IT support and consulting services during the implementation of its product in DAUs business environment. Provide periodic on-going support to DAU once the system is operational. Work with DAU staff to identify, adapt and/or define scheduling w orkflow processes to align and automate with its software. Provide user-friendly training tools to help DAU staff provide training to DAU users. DAU requires both a printed copy and online training aids for potential users of the system. Provide on-goin g technical support of its product and all future upgrades to its software. Work to be performed at DAU Headquarters (Building 202 or 209), 9820 Belvoir Road, Fort Belvoir, VA 22060-5565. DAU PRM Department will provide office space. The following additional information is provided. This requirement is for a commercial Off the Shelf (COTS) Scheduling Software Management System: Estimated Users/Content Load: PRM/Regional Users 25 - Power Users 6 - Courses 80-100 - Offerings 1,500 Per Ye ar - Students 120,000 Per Year. Web based secure architecture which will enable access to all DAU Administrators, PRM and Regional Users. Able to receive automated data feeds from legacy documents and or systems and provide seamless link to DAU Data Wareho use. Faculty assignment tracking. Resource tracking. Resource utilization. Schedule deconfliction and optimization. Flexible field construction which allows for non-IT administrators the ability to change (rename, hide, change menu items) to align with g overnment personnel language and acronyms. Easy intuitive navigation capability for users. Able to maintain multiple versions/scenarios (prior, current, and future year schedules. Low Total Cost of Ownership through ease of deployment and use. Powerful com prehensive Reporting and Analysis capability. Secure environment with the ability to quickly set or change roles and applicable authority levels. Provide consulting Services to support DAU personnel in the implementation of the Scheduling Software Manage ment System. Provide both the technical IT support and consulting services during the implementation of its product in DAUs business environment on government owned and maintained servers, to include both development and production instances. Functional s upport to DAU PRM staff to incorporate the key functionality described above, functionality will be phased in as determined by the DAU Project Managers. Education and training of DAU PRM staff for administrative functions. Training of DAU key staff to enab le them to train DAU Managers and employee users on how to access and use the Scheduling Software Management System. Provide training materials/tutorial for DAU users. Acceptable formats are printed materials, CD, video, via website. Weekly status/progress reports will be prepared by the contractor. Upon submission of each report to the DAU Project Managers, the Project Managers and the contractor will review and approve task objectives, activities, milestones, and deliverables. The following deliverables will be provided during the execution of this contract: 1. Contractor will provide to the DAU Project Managers a detailed project plan for approval by DAU within 5 business days of the contract award. 2. Load and test operability of the product software on DAU servers 30 - 45 days from contract award. 3. Load all current course scheduling data for FY07 with an estimated timeframe for completion of August 2006. 4. Training of DAU administrators by July 2006.5. Provide access to PRM/Regional Users and Power Users to FY07 scheduling data by 30 - 45 days from contract award. (Estimated to be August 2006) 6. Implement full Scheduling Software Management System functionality as de fined above and timing as determined by the DAU project managers. 7. Weekly Status reports to DAU Project Managers. The dates given above are estimated dates and the government reserves the right to make changes to the implementation dates as needed.
