Description

The U.S. Department of Commerce, NOAA intends to award a purchase order to Cape Cod Commercial Hook Fisherman?s Association, 210-E Orleans Road, North Chatham, MA 02650 under the authority FAR 6.302-1 through request for quotation number EA133F-06-RQ-0434. Only one responsible source is available to satisfy the agency requirement to perform video surveillance of biological analysis and assessment of commercial sea sampling data collected during commercial fisheries trips. Cape Code Commercial Hook Fisherman?s Association is the only known organization in the area to hold the Federal permit required to access the closed vessel area. No other fishers have access to this closed area where the special access plans (SAP) is planned. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 12:00 p.m., EST, 05/05/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
