Description
This publication serves as a notice of intent to negotiate a sole source contract with the Bishop Museum for the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC). This procurement is conducted in accordance with the authority of 41 U.S.C. 253 (c)(1), only one responsible source. The Pacific Islands Fisheries Science Center requires a contractor to provide for the washing, splitting, sieving, and sorting of prey hard parts from Hawaiian monk seal fecal and regurgitate samples collected in the Northwest and Main Hawaiian Islands. Samples will be screened through #8 and #16 sieve sizes. Remains will be sorted into prey hard part categories for identification. Storage of remains will include wet-storing cephalopod beaks and fish scales in 50 ml vials with 70% alcohol solution, and dry storing fish otoliths and bones in plastic specimen boxes. A sample database will be developed to record the sample number and all prey remains identified within the scats for future statistical analyses. The database will be able to be cross-referenced the PIFSC Hawaiian Monk Seal population assessment database. Bishop Museum?s enormous biological collections (more than 20 million specimens), advanced scientific and information management expertise, and wealth of published and unpublished documents (more than 100,000) make it an unparalleled source of knowledge on the biology of the Pacific Basin. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately July 1, 2006. The NAICS code for this procurement is 541990 with a corresponding size standard of $6.0 million. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government.
