Description
RFP# 06-KY-CTS-OA: COST PLUS INCENTIVE FEE PROCUREMENT: The U.S. Department of Labor, Employment Training and Administration (ETA), Job Corps has a requirement for providing Outreach/Admissions and Career Transition Services in the state of Kentucky. The successful contractor will provide services for a two year period beginning 11/01/06 through 10/31/08. Additionally, the contract will include the Government?s right of three successive one year options. This is SMALL BUSINESS SET-ASIDE procurement. The North American Industry Classification System (NAICS) code for this acquisition is 561990. The small business size standard is $6M. The Contractor shall provide Outreach and Admissions services in the state of Kentucky and shall ensure the arrival of a minimum of 1,200 students into the Job Corps program annually for resident male students, resident female students, and non-resident male and female students. Annual arrival goals for specific centers are as follows: Blue Ridge 15 Female Residents; Carl D. Perkins 150 Male Residents, 20 Male Non-Residents, 60 Female Residents, & 20 Female Non Residents; Earle Clements 20 Male Residents & 20 Female Residents; Frenchburg 60 Male Residents & 25 Female Residents; Great Onyx 110 Male Residents & 45 Female Residents; Muhlenberg 100 Male Residents, 60 Male Non-residents, 65 Female Residents, & 20 Female Non-residents; Pine Knot 120 Male Residents & 50 Female Residents; and Whitney Young 120 Male Residents & 120 Female Residents. Total: 680 Male Residents, 80 Male Non-Residents, 400 Female Residents, and 40 Female Non-residents. The Contractor shall provide Post-Center Career Transition Services annually for average caseload of 650 Graduates and 75 Former Enrollees returning to the state of _Kentucky_. This procurement will be made in accordance with FAR 215-1 Alternate I which allows for oral presentations. Despite the allowance of oral presentations, written submissions will also be required. The written parts of the proposal are to be received at Job Corps Region II, Philadelphia Regional Office at 170 S. Independence Mall West [The Curtis Center] Suite 815E, Philadelphia, PA 19106 by 3:00 p.m. LOCAL TIME on June 23, 2006. Approximate anticipated date for oral presentation is the week of August 18, 2006. RFP to be issued on or about May 4, 2006. In accordance with FAR 5.102(A) (7), availability of the RFP will be limited to downloading from the Federal Business Opportunity website. A Pre-Proposal Conference to be held on May 12, 2006, at 10:30am local time, at the Job Corps Regional Office located at 170 S. Independence Mall West, Suite L90, Philadelphia, PA 19106.
