Description
The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for Inspection, Repair or Replacement, Recertification, and Vacuum Packing in Air Drop Canisters of 7-Man Air Drop LifeRaft Systems manufactured by Life Support International, Inc. Inspection of this equipment requires LRU-13 Liferaft inspection in accordance with Navair 13-1-6.1-1. There are sixteen (16) LifeRaft Systems to be serviced. The procurement will be conducted on a sole source basis in accordance with the statutor y authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price purchase order with Life Support International, Inc. located in Bristol, Pennsylvania. The basis for restricting competition is that Li fe Support International, Inc. manufactured the original equipment and is believed to be the only source who can manufacture the repair/replacement parts to be compatible with the original products. Further, this source is the only known company certified to perform the required inspection. NAICS code for this procurement is 326299 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Compe tition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer wi thin 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination b y the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiat ion with the manufacturer, Life Support International, Inc. Responses are due by 16 May 2006, 4:00 p.m. (CST).
