Description
1. CONTRACT INFORMATION: A-E services are expected to be required for the design of a facility to support the Joint Use Intelligence Analysis Facility (JUIAF) at Charlottesville, Virginia. The required services for this firm fixed price contract incl ude site investigation, planning, programming, survey and geotechnical report, engineering studies (including vehicular traffic), space planning, interior design, schematic design, charrettte, concept design, preliminary design, final design, and parametri c and construction cost estimating. This contract is being procured in accordance with PL 92-582 (Brooks A/E Act) as implemented in FAR Subpart 36.6. The type of contract proposed is a firm-fixed-price contract. The contractor shall provide all labor, sup ervision, engineering and management, materials, equipment, tools, supplies and transportation to perform all work required to complete the work. All work will be managed by utilizing the Earned Value Method of work management. Contractor will submit mont hly progress charts formatted as Earned Value Analysis showing budget and schedule analyses for progress to date. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. One contract will be negoti ated and awarded. This contract should be awarded July 2006 with the design completed May 2007. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submission. The subcontracting goals for the Norfolk District, which will be considered by the contracting officer, are that a minimum of 61% of a contractors intended subcontract amount be placed with small business (SB), including 9% for small disadvantaged businesses (SDB), 5% for women owned small businesses, 3% for veteran owned small business, 3% for service disabled vetera n owned small businesses and 3% for HUBZone. This procurement is classified under NAICS code 541310, which has a size standard of $4,000,000 in average annual receipts. The wages and benefits of service employees (see FAR 22.10) performing under these co ntracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not the location of the work). Prospective contractors must be registered in the DoD Co ntractor Registration (CCR) database to be considered for award of a Federal contract. Information on registration and annual confirmation requirements may be obtained by contacting the DoD Electronic Commerce Information Center at 1-800-352-9333, or via the Internet at http://www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. 2. PROJECT INFORMATION: Professional A/E services for design of a facility at Rivanna Station, Charlottesville, Virginia. This project will require construction of 150,000  200,000 Gross Square Foot secure Administrative Office Facility with associated Re mote Delivery Facility, Visitor Control Center and site work. The project includes open and closed SCIF workspace, conference rooms, video teleconference center, technical library, General Officer/Senior Executive Service office suites, storage, administra tive support areas; communications center; automated data processing center with Tier II+ reliability (single power and cooling path with redundant components); personnel and material access control and entrance lobby; cafeteria; men's and women's restroom s, showers and lockers; personnel and service elevators; and uninterruptible power supply. Includes visitor control center, remote delivery facility, overhead protective canopies, standby generators, fuel storage and distribution, fire protection and alarm and building information systems. Install intrusion detection systems and closed circuit television. Supporting facilities include electric service, water, sewer and gas lines, chilled water storage and distribution, access road, parking, sidewalks, and curbs and gutters, storm drainage, site improvements, and information systems. Antiterrorism/force protection measures include access control points, setbacks, laminated glazing in reinforced frames, reinforced exterior doors, superstructure strengthening, hardening at loading dock and lobb y, fencing, gates, barriers, and visual screening. Heating and air conditioning (1,500 tons) will be provided via self-contained systems and includes chemical/biohazard filtration. Connect Energy Management Control System. Access for the handicapped will b e provided. Comprehensive interior design services are required. Department of Defense unit cost cap for SCIF has been exceeded due to requirement to provide redundant power and cooling components for TIER II+ reliability information processing center, req uirement to support vibration sensitive imagery analysis equipment, requirement to support high structural loads, requirement for special lighting for imagery analysis equipment, requirement for controlled temperature and humidity film storage, emanation p rotection for computer equipment, and elevators. Supporting facility costs are high due to information system connectivity, rock excavation, paving, underground water storage, and long utility connection distances due to undeveloped site. The project will include the use of LEED from the U.S. Green Building Council LEED Green Building Rating System. Specifications will be produced in SPECSINTACT using Unified Facilities Guide Specification and the Army Design Guide for Installations. Access for the handicap ped will be provided. Comprehensive interior design services are required. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-d is primary. Criteria e through h are secondary and will only be used as a tie-breaker among firms that are essentially technically equal. a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE of the firm, its personnel and consultants: (1) The prime firm must have a m inimum SECRET facility clearance and a project manager with a SECRET clearance and a TOP SECRET cleared personnel sufficient to both manage and execute sensitive portions of the Communications Scope of Work. (2)Demonstrated experience by the prime firm an d its consultants in design of sensitive compartmental information facilities using DCID 6/9. (3) Experience in the design of innovative and architecturally complex facilities with a requirement of highly reliable, redundant utility systems of a size equiv alent to this facility. (4) Demonstrated experience by the prime firm and its consultants in cost control, quality work, and on-time delivery. (5)The design team must have experience in Antiterrorism design for Federal facilities (Experience with Antiterro rism Design for Department of Defense Buildings is preferred. (6) Experience with the LEED rating system for energy conservation and sustainability. (7) Experience with the design and integration of extensive, robust, internal communication networks into building system architecture. (8) Experience in the design of facilities with highly complex and innovation audio-visual and graphic display and other sensory components integrated to support intelligence mission execution. (9) Experience with Life Safety and Fire Protection design of computer/SCIF facilities. (10) Sustainable design using an integrated design approach and emphasizing environmental stewardship, with experience in energy efficiency, use of recovered materials; waste reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; development of healthy, safe and pr oductive work environments, and employing the LEED evaluations and certification methods. (11) Knowledge of the locality of the project including geologic features, environmental conditions, climatic conditions, local construction methods and obtaining per mits. b. PROFESSIONAL QUALIFICATIONS. (1) The team must possess registered professionals in: architecture; interior design; landscape architecture; civil; mechanical; fire protection; electrical; structural; cost engineering; surveying; and, geotechnical. (2) Qualified Communication Engineer. Qualified means a registered electrical engineer that is also certified as a Registered Communications Distribution Designer (RCDD) with a minimum TOP SECRET facility clearance. (3) SCIF Planner/Designer. Qualified mea ns an individual who has been involved in the planning and design of such facilities. (3) Submit a Project Management Plan including team organization and proposed method of carrying out the work to meet specific project requirements and schedules. The Pla n will include and organizational chart and briefly addresses management approach, team organization, quality control procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any of their si gnificant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and stalling in the office. c. CAPACITY TO ACCOMPLISH THE WORK in the required time, including the ability to complete more tha n one project at a time. Describe experience with multi-discipline type contracts that require the ability to respond to design phasing, and completion of projects on an accelerated schedule. d. PAST PERFORMANCE ACASS on previous contracts with respect to cost control, design to cost, quality of work, and compliance with performance schedules. Proposing firms must demonstrate familiarity and recent experience with design within the geographic boundaries of the Norfolk District, U.S. Army Corps of Engineer s. e. COST CONTROL. Itemize by Command past performance with respect to cost control, design to cost, quality of work, and compliance with performance schedules for all projects completed for Army and Air Force Customers, DoD and Installation Tenants. f. File formats: Compatibility with CADD systems for projects and work as described above. The successful firm will show competency with AutoCAD (latest edition) minimum with the ability to deliver electronic CADD and CALS files, as well as mylars and prints . Capability to use SpecsIntact and Adobe Acrobat to prepare PDF solicitation files. g. VOLUME OF DoD CONTRACT AWARDS in the last 12 months with the object of effecting an equitable distribution of DoD A-E contracts among qualified A-E firms. h. GEOGRA PHIC PROXIMITY: Location of the firm in the general geographic area of the Mid-Atlantic and National Capital Region is desired, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of this p roject. SUBMITTAL REQUIREMENTS: Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Firms desiring consideration must submit one copy of a combined SF330 and separate information for prime and each consultant. Submittals must be received no later than 2:00 PM EST on MAY 31, 2006. As additional i nformation in the SF330, provide the following: A. Design Management Plan DMP. Include in Part I, Section H. The plan should be brief and include an explanation of the firm's management approach, management of subcontractors if applicable, specific qualit y control procedures used, and an organizational chart showing the inter-relationship of management and various team components including subcontra ctors. B. Provide the submitting firm's number six or seven digits assigned by the U.S. Army Corps of Engineers, for the Architect-Engineer Contract Administration Support System ACASS.
