Russell Lake Solicitation Number: W912HN-06-T-0066 Small Business Set-Aside Solicitation documents, plans, and specifications will only be available via the Federal Technical Data Solution (FedTeds) Homepage, at https://www.fedteds.gov/. Registration for plans and specifications should be made via the FedTeds homepage. The FedTe ds provides a secure on-line request and is a dissemination management system. FedTeds serves the Federal acquisition community, including Federal Engineers, Federal Buyers, and the Federal Vendor Community in managing the work flow by driving the request s for and the dissemination of sensitive Federal technical data associated with a solicitation. It is integrated with FedBizOps (FBO) and Central Contractor Registration (CCR). The FedTeds System ensures that all vendors accessing Sensitive but Unclassif ied (SBU) documents have the appropriate authority to view this data. Solicitation documents will be posted on the Federal Technical Data Solution (FedTeds) Homepage, https://www.fedteds.gov/. FedTeds is a web-based dissemination tool designed to safeguard acquisition-related information. When solicitation documents have b een issued and posted to FedTeds, the synopsis or pre-solicitation notice will be amended and a link will be provided to access FedTeds. The process to download from FedTeds is: 1. Find the solicitation announcement in FedBizOps (www.fbo.gov); 2. Once you open the bid announcement on FedBizOps, there will be a link to the solicitation on FedTeds in the remarks section. Click on the link; 3. If you are a first time user, you will have to register* (see info. included below), if not, log in and open the sol icitation; 4. Once you have the solicitation open, you can begin downloading the various files to your location. *Registration instructions can be found on the FedTeds website (https://www.fedteds.gov ) by clicking on the Register with FedTeds hyperlink. Interested bidders should select the Begin Vendor/Contractor Registration Process option. The information listed below is required to register: 1. Central Contractor Registration (CCR), Marketing Partner Identification Number (MPIN); 2. DUNS Number or CAG E Code; 3. Telephone number; 4. Email address. Description of Work: The work to be performed under the contract consists of maintenance and repair of Aids to Navigation (ATONS) on the Richard B. Russell Lake, located in Abbeville County, South Carolina; Anderson County, South Carolina; Elbert County, G eorgia; and Hart County, Georgia. The ATONS includes buoys, daymarkers, and other regulatory and hazard signs. The areas in which work is to be performed represent the ATONS (regulatory signs, hazard signs, daymarkers and buoys) that are identified in th e work lists. Performance will require the contractor to furnish all personnel, vehicles, vessels, fuel, equipment, hardware/supplies, and materials. The contractor may reuse existing hardware, including but not limited to nuts, bolts, washers, and brack ets. The contractor will supply and install the following items (including hardware): 132 each- Port side daymarker (.080 aluminum X 24X24 square, numbered); 120 each- Starboard side daymarker (.080 aluminum X 30 isosceles triangle, numbered); 40 each- Safe water (midchannel) daymarker (.080 aluminum X 48 octagon, numbered); 66 each- Port side (green) reflective panels (.010 aluminum flashing, 6 X 12); 60 each- Starboard side (red) reflective panels (.010 aluminum flashing, 6 X 12); 22 each- Hazard sign (.080 aluminum X 18 X 24 square); 20 each- Fishing area sign (.080 aluminum X 36 X 36 diamond); 2 each- Port side channel buoy (13 diameter); 4 each- Starboard side channel buoy (13 diameter); 4 each- Safe water (midchannel) buoy (9 diameter); 4 each- Regulatory buoy (13 diameter); 186 each- Bird deterrent system; 6 each- Repair/remove nest platform. All dayma rkers must meet the United Stated Coast Guard specifications, such as the TR-1 and SG-1 by Vulcan Signs, Vulcan Inc. or equivalent. All hazard signs must meet United States Coast Guard specifications such as those available from SSNautical.com or equivale nt. Daymarkers and fishing area signs are to be lettered/numbered according to the Port Daymarker Work List, Starboard Daymarker Work List, Safe Water (midchannel) Daymarker Work List, and the Fishing Area Sign Work List. Channel buoys shall be can and n un buoys, Roylan Buoys Model B1352G and B1352N or equivalent. Midchannel buoys shall be Roylan Buoys Model B1149SW or equivalent. Regulatory buoys shall be Roylan Buoys Model B1352 or equivalent. The hardware on the buoys shall be Crosby wire rope clips or equivalent. This Solicitation is 100% set-aside for Small Business and is solicited under NAICS 332313. The Small Business size standard for this NAICS is 500 employees. This solicitation is a Request for Quotation (RFQ). All work on this contract is to be complete not later than 15 September 2006. This solicitation will be issued in electronic format only and will be available on or about 11 May 2006.
