Description
USAMRAA, on behalf of the Chief Financial Officer (CFO), TRICARE Management Activity (TMA) is conducting Market Research for the requirement described herein. This is not a formal solicitation or a request for proposals. This Request for Informatio n (RFI) is for information and planning purposes only and is not to be construed as a commitment by the Government. The Military Health System (MHS) is responsible for managing the implementation of the medical Base Realignment and Closure (BRAC) 2005 initiatives by 15 September 2011. These include merging two medical centers into one in both the National Capital Regio n and San Antonio, TX, closing Walter Reed Installation, building a new community hospital at Fort Belvoir, VA and consolidating all enlisted medical training in San Antonio. Other responsiblities include completing the joint planning, construction, trans ition, and closure activities in a timely and cost effective manner while merging diverse Service clinical, market, and education operations. Current organizations and processes are not designed to address the scope, complexity and urgency of BRAC impleme ntation. The MHS is considering the establishment of a centralized program management function to support BRAC implementation and minimize organizational risk during this transformation. The purpose of this Request for Information (RFI) is to determine all interested and available vendors capable of supporting a centralized medical BRAC program management function within the MHS and determine which vendors are interested in sharing informa tion about their capabilities to support this requirement. In response to this RFI, clearly describe your companys professional services, and support capabilities. This market survey is being conducted in accordance with the requirements mandated by FAR Part 12, Acquisition of Commercial Items, specifically under the policy set forth in FAR part 12.101. The procedures for a Market Survey and subsequent review of t he information obtained as a result of the RFI shall be conducted in accordance with FAR part 10.001, Market Research. The result of this market research may result in a future synopsis announced in the FEDBIZOPPS as a request for proposal or request for quote. Submission packages shall be identified and marked with the RFI number (KM-06-BRAC) and all submissions shall be received by 2:00pm (EST) May 11, 2006 at the following address: U.S. Army Medical Research Acquisition Activity (USAMRAA), ATTN: Kathryn McCune, 820 Chandler Street, Fort Detrick, MD 21702-5014. Or submissions may be sent electronically to kathryn.mccune@us.army.mil or kathryn.mccune@amedd.army.mil.
