Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to award a soul source contract with Firm-Fixed-Price and time and material line items (some of which will be optional line items) to Genesys Solutions LLC, 6230 Wilshire Blvd#44, Los Angeles, CA 90048-5104. This contract requires expert support services in the area of organizational alignment to assist Second Fleet Senior Leadership in determining the level of alignment that currently exists, developing action plans for improvement, and measuring results in terms of increased efficiency, effectiveness, cost saving, or other critical metrics. A sole source acquisition is required under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1) due to Genesys experience providing organizational alignment and integration strategies to other Navy agencies. This experience makes them uniquely qualified to leverage this experience to provide alignment across the system commands. Only Genesys can perform the required effort in a timely and cost effective manner without causing undue delay and unnecessary duplication of efforts and costs. The anticipated period of performance is 12 months. This effort includes comprehensive review and analysis of key activities currently underway thoughout the command; application of and implementation recommendations for leadership frameworks including Alignment, Execution Readiness, and Change Leadership; and analysis identifying gaps and demonstrated best practices within the Command to successfully accelerate the Second Fleet transformation. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquires will be entertained.
