- FISC Norfolk Contracting Department, Philadelphia Office intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration services from Excelsior College of Albany, NY. The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition is to provide DANTES with test administration services for the Excelsior College Examination Program through DANTES Test Centers. Services include: printing, distributing, scoring, inventory control, and record storage; along with all other support materials required for the program. It is anticipated that an indefinite delivery indefinite quantity contract with fixed priced provisions, including a one-year base period and four (4) one-year options will be awarded to satisfy this requirement. Excelsior College is considered the only source of all the required test administration services and associated materials. The solicitation and contract award will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12, utilizing simplified acquisition procedures as set forth in FAR Sub Part 13.5 ? ?Test Program for Certain Commercial Items.?.
