Description
This is a notice of intent to award a sole source contract to Strategic Operations Inc. for special effects services. This purchase will be conducted using Simplified Acquisition Procedures as authorized in FAR 13.106. The anticipated award date is 5 May 2006. Strategic Operations Inc. 4705 Ruffin Road, San Diego CA 92123 will provide the additional services that are not included in their Federal Supply Schedule, which total less than $75,000.00: CLIN 0001: Special effects materials and equipment, includes the use of Contractor provided vehicles and equipment to be utilized by Strategic Operation?s personnel to enhance combat training of military personnel. Equipment includes foreign weapons with blank ammunition and simulated explosive effects. The period of performance will be 15-30 June 2006. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. The Regional Contracting Office Southwest is preparing to release the solicitation for this type of services in the next week (reference sources sought notice, M0068106QH004 issued 18 April 2006). However, the timeframe for this training is driven by the pending deployment date of the unit. Any delays in award would derail the unit?s ability to conduct training as it would severely limit the timeframe required for logistical planning. Interested persons may express their interest and demonstrate their capability, furnishing detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient for the Government to determine that a comparable source is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to 4:00 p.m., 4 May 2006 (PDT). A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of the future competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to Regional Contracting Office, PO Box 1609, Oceanside, CA 92051-1609. EOIs sent via Federal Express or hand carried must be delivered to Regional Contracting Office, Bldg 22180, Camp Pendleton CA 92055 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
