- The Environmental Protection Agency intends to negotiate on a sole source basis with the Georgia Institute of Technology. The requirement is for the analysis and reduction of real-time driving pattern data already collected from equipment installed on over 500 vehicles and the development of a method to collect data on vehicle air conditioning usage based on the methods and equipment used to collect the previous driving pattern data. The contractor shall: 1) Develop screening tools to process and quality assure/quality control (QA/QC) the trip data and develop screening tools to remove GPS data and other data fields that could be used to determine the identity of the participating household or the identity of the vehicle owner. Process the trip data using the screening tools developed and output to an appropriate database format to be archived and transmitted to EPA. 2) Develop tools to identify the roadway type for each segment of trip data for which roadway type can be identified from GPS data. Process the trip data with the tools developed in this task and output to a new database to be archived and supplied to EPA. 3) Develop tools to retain the GPS data and other data fields while cleaning up the data sufficiently to prevent the disclosure of an individual person or household. 4) Prepare reports detailing screen tools and data processing developed and used. 5) Evaluate the feasibility of configuring the existing data collection systems such that they are able to record the activity of the air conditioner compressor and the air conditioner switch; configure existing data collection devices to collect, at a minimum, the air conditioner compressor activity (switching on/off) for each trip; and configure the data collection systems to collect the activity of the air conditioner system (i.e., when it is switched on or off by the vehicle operator). EPA research indicates that the Georgia Institute of Technology is uniquely qualified to meet this requirement because the data already collected is confidential and will not be disclosed. Any firm believing itself capable of meeting EPA?s requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the point of contact within 15 days (before May 12, 2006 at 12:00 PM EST) of electronic posting of this notice. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
