- NAICS Code: 561 The Environmental Protection Agency, Region 4 intends to issue a purchase order on a sole source basis to the State of North Carolina Division of Pollution Prevention and Environmental Assistance (NCDPPEA) to provide administrative support to the Waste Reduction Resource Center (WRRC) in Raleigh, North Carolina. The WRRC is operated under a Memorandum of Understanding between EPA Region 4 and the North Carolina Division of Pollution Prevention and Environmental Assistance (NCDPPEA). The WRRC manages a website, posts relevant Pollution Prevention (P2) material in an online library of over 25,000 documents, operates a toll free phone line and a website to provide rapid response services for P2 Information, sets up and manages State/EPA P2 Coordinators' regional conference calls for Region 4, provides training on P2 to the states, performs on-site visits, participates in roundtable and technical conferences, and is a technical resource to states in EPA Region 4. The WRRC shall be located in NCDPPEA facilities because access to the NCDPPEA library is a unique, vital and necessary resource. The duties required under the resulting purchase order are: 1) Facilities Support - Providing office furnishings, telecommunications access and equipment for the WRRC to sufficiently accomodate up to two Region 4 SEE employees, one EPA Region 4 employee and two WRRC State engineers; 2) Website Services - hosting the WRRC website and providing access to the NCDPPEA online library, server support and software licenses; and, 3) Library Support - providing support and software necessary to support the online library. The period of performance will be for a two-year period starting July 1, 2006. All responsible sources who can provide the above requirement must demonstrate their capability in writing to the Contract Specialist no later than 15 days from the published date of this announcement. All questions must be submitted in writing via e-mail to erickson.sharyn@epa.gov. If no affirmative responses are received, award will be made to the North Carolina Division of Pollution Prevention and Environmental Assistance.
