Description
NASA/GSFC has a requirement for a Semiconductor Characterization System. This equipment is needed to help characterize I-V and accurately measure current. This equipment is required to perform the following tests: 1)Measure I-V characteristics for detectors up to four terminal 2)Accurately determine ultra-low leakage current of our detectors. 3)Measure C-V with Keithley 590 Due to the requested test required the following criteria must be met: 1)Capable of measuring leakage current as low as 0.1fA 2)Capable of doing remote-amplifying to suppress the cable noise 3)Capable of scanning bias from 0 to -400V 4)Capable of testing multi-terminal device (four terminal + one ground) NASA/GSFC intends to purchase the items from Keithley Instruments, Cleveland, OH as the only source. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. See Note 26. The procurement will be process using Simplified Acquisition Procedures set forth in FAR Part 13. All contractual and technical questions must submitted via e-mail Jonnelle Goff @ Jonnelle.C.Goff@nasa.gov not later than May 8, 2006. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jonnelle Goff not later than 4:30 p.m. local time on May 11, 2006. Responses via fax and e-mail are acceptable. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
