Description
See Commerce Business Daily Note 22. Notice of intent to award a sole source modification to an existing contract. The Defense Threat Reduction Agency (DTRA) intends to issue a sole source modification to an existing contract to the Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies (MIIS), 460 Pierce Street, Monterey, CA, 93940 for an effort entitled ?Nonproliferation Study In The Area of Weapons of Mass Destruction.? The objective of this effort will be to leverage upon previous work conducted by CNS/MIIS to support DTRA?s mission of conducting strategic studies and analyses related to national and international security, chemical, biological, nuclear, radiological, high-yield explosives (CBRNE) threats, homeland defense, and the global war on terrorism. This effort includes state and non-state proliferation-related activities, and the means and capabilities necessary to effectively and efficiently combat both current and potential CBRNE threats. CNS/MIIS will conduct research, analyses, conferences, and provide expert services that encompass a wide range of WMD subjects in which CNS has unique expertise to meet the requirements of the Statement of Objectives, such as WMD threat anticipation, preparation, prevention, defense, reduction, nonproliferation, counter proliferation, consequence management, arms control and disarmament treaties and agreements, safety and security of WMD, and WMD development, production, deployment, transfers, reductions, and terrorism. This effort will build upon research and analysis conducted between 2002 to 2006. During this period CNS/MIIS developed vital expertise and provided DTRA with comprehensive monitoring and analysis regarding global nuclear, biological, and chemical weapons issues, missile proliferation, and terrorist groups. CNS/MIIS monitored the proliferation of nuclear, biological, and chemical weapons and their delivery missile systems (NBC/M) in which CNS/MIIS provided research and analysis on threats posed by the spread of NBC/M, its causes, ways to respond, and future challenges, including those involving Weapons of Mass Destruction (WMD), terrorism and ways to reduce the threats of WMD terrorism. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, AND NO FORMAL SOLICITATION WILL BE ISSUED AS A RESULT OF THIS ANNOUNCEMENT.
