Description
The Center for Information Security Services intends to negotiate on behalf of its customer, on a sole source basis with a commercial small business, LTU Technologies of Washington, D.C., for LTU’s Image-Filter and Image Seeker Software. The contract intended is under the terms of FAR Part 13, Commercial Items Test Program. The contract will cover unique reliability characteristics required for this customer. LTU’s Image Seeker Software can store data elements that are varied, such as videos, images, texual data, dates, numbers, etc via several tools. These tools such as enrollment application, the task service, the API will make it possible to manually or automatically populate the internal database with individual or groups of elements. For example, elements crawled from the Internet by a web spider can be automatically enrolled in to the database. Once stored in the database, any element can be accessed from the user interface at any time and then displayed, edited, deleted, or exported to another application. The user interface also provides tools to access sets of elements. More than 26 formats are supported with Image-Seeker and Image Filter using standard image codec libraries. Additional formats are being developed everyday and supported by LTU. The software technology uses standard image libraries to encode and decode image files and whenever a new image format is required, it can be easily integrated into the software package as long as a c or c++ library is available. The period of performance shall be one year from date of award, including a six month option period. LTU Technologies is the only known source capable of providing the required software. This action is taken under the authority of 41 U.S.C. 253©(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, proposals received, within 5 days will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government.
