- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.Quotes are being requested&a written solicitation will not be issued. This is an RFQ (SP3100-06-Q-0009).The provisions&clauses are those in effect through FAC 2005-08&DFARs Change Notice 20060412.This is a SB set aside.The size standard is $6,000,000 employees. NAICS is 811213.This combined synopsis solicitation is for the following performance work statement. This provides for the Infrastructure Cabling upgrade at DDSP. DLA has a requirement to upgrade infrastructure cabling at DDSP. In support of this effort it is necessary for the contractor to install Cat 5e and Cat 6 copper cabling, Multi Mode Fiber and Single Mode Fiber cabling, cable path hardware, conduit, interduct, communications cabinets, cross connect terminals, copper to fiber transceivers&all associated hardware. The contractor will be required to test&certify all new cabling&provide the results in both hard copy&soft copy to DDSP and DDC. The contractor will be required to provide services, equipment and associated materials in the form of installation and setup of the new infrastructure for DDSP. The contractor shall provide all labor, parts, tools, supervision, and skill/expertise necessary to meet the requirement defined in this PWS. DDSP is in the process of rebuilding and refurbishing the administrative areas of Warehouses 82, 83, 84, and 85 to update them with current state-of-the-are ADP equipment. DDSP?s core function is to provide military and commercial repair parts, clothing and textiles, medical supplies, and industrial and electronic components to military customers throughout the world. DDSP processes approximately 5000 supply documents daily associated with the receiving, transportation, and inventory of warehoused items.Objectives. New technology has surpassed the capabilities of the existing infrastructure and network hardware in the aforementioned warehouses. The infrastructure upgrade will provide a more efficient and manageable Local Area Network (LAN) and future expansion capabilities for new requirements. It will provide a robust structure capable of supporting both wired and Radio Frequency (RF) networks that currently are being implemented at DDSP.Scope.The requirements for the DDSP Infrastructure Upgrade consist of the installation of approximately 64 workstations (1-Cat5e, 2-Cat6) and wall plate with connectors, multimode fiber optics cable. All fiber optics cable will be terminated and along with interface equipment will utilize SC type connectors. The facilities that are included in the infrastructure upgrade are; buildings 82, 83, 84, and 85. The contractor shall install one Cat 5e and two Cat 6 copper cables that are compatible for the space in which it is being utilized to each workstation from a designated communications closet or communications cabinet via conduit and an approved pathway system. Cat 5e cabling will be used to support voice connectivity at the workstation. Cat 5e can be terminated on 110 blocks. Cat 6 cabling will be used to support data connectivity at the workstation. Cat 6 must be terminated on an approved Cat 6 rated patch panel. All fiber optics cabling shall be installed with interduct that is compatible for the space in which it is being utilized. All workstation cabling identification shall be in compliance with the existing cabling scheme. The contractor will supply all media converters, communications cabinets, cable pathway hardware (conduit, trays, pull boxes, installation hardware, etc.), fiber interface units and ensure that they are the same or equal to and compatible with the existing network hardware. Communications cabinets will include fan units and be lockable. The cabinets will be of equal quality of existing communications cabinets and be sized at 7ft x 19 inches. Electrical power (110v/20amp) will be provided by the government. Installation of conduit should be in accordance with the National Electrical Code standards and TIA/EIA standards. 1inch EMT is the minimum acceptable conduit for the workstation drops for this project. Preference for cable pathways in buildings for the infrastructure cabling is welded wire type cable tray is the preferred method. (Example: Cablofil). The system will utilize hardware and software components manufactured by established, name-brand firms with a full manufacturer?s warranty on all materials. The contractor will provide their own tools and equipment; (ie hand tools, electric tools, ladders, lifts). All installations of hardware, cabling, interduct and conduit shall comply with NEC, EIA/TIA and Bicsi Standards. After the award, but prior to starting any installations, the contractor will meet with DDSP POC and Public Works, Safety, Security personnel and any other DDSP activities that are deemed necessary. Within two weeks of award the Government will schedule a post-award conference between the contractor, the COR/COTR, and DDSP engineering personnel to discuss the start date, impact of the work on the Activities involved, responsibilities of each stakeholder, and the scheduling of work to include milestones and completion date. Place of Performance/Hours of Operation. The work will be accomplished at DDSP, located in New Cumberland. Work is performed within a 5-day week, 8 hours a day (7:00 AM to 3:30 PM), Monday through Friday, excluding Government holidays. Any deviation to these times must be coordinated with and approved. It is anticipated that this project can be completed within 30 days from the date of contract award. Actual dates for installation will be agreed upon by DDSP and the contractor depending on the availability of hardware and software purchased under this tasking. No impact due to downtime is anticipated in this effort. If any equipment downtime is required, specifics will be worked out with the appropriate Government agent prior to shutting down any equipment or systems. Security. Unclassified. Quality Control. The contractor shall provide with their proposal a Quality Control plan for review by the Government. The contractor shall abide by all applicable state and federal building and OSHA regulations. All work shall be Telecommunications Industry standard specification quality ? subject to review by the Government. Any work deemed inferior or unsatisfactory shall be reported to the contractor who shall take immediate action to correct the deficiency at no additional cost. Records/Data. The contractor will provide test results of all cabling installed, both in hard copy and soft copy (CD, Visio) to DDSP upon completion of the work. Government Furnished Items. The contractor shall specifically identify in their proposal the type, amount, and time frames required for any government resources, including those listed below. The Government will provide the following: Access to all required buildings to enable the contractor to complete the installation and configuration tasks. Applicable regulations, manuals, and other materials associated with the project as required. Initial familiarization / orientation will be provided on site. A secure storage facility will be provided for storage of contractor provided materials. The Government will determine and provide types and amounts of patch cables required for this project. Contractor Furnished Items. Skills and Knowledge:Contractor shall provide personnel with the appropriate technical skills, knowledge, and experience levels necessary to perform the required hardware installations, i.e., qualifications that meet NEC, EIA/TIA and Bicsi Standards. List of contractor personnel to work on site is to be provided to DDSP Security at least one week in advance of the contract start date to allow for proper processing prior to beginning work.Deliverables: Provide a working infrastructure indicated in the PWS and tasks as described below. Upon request, meetings will be conducted between COTR and contractor to provide milestones, task status, discuss concerns, and any issues that would impact progress. Provide documentation to include diagrams, technical specifications and guidance for future reference. Upon request, contractor will provide documentation to identify any non-routine work that was accomplished or configuration changes/recommendations that were made to resolve technical issues. Provide system warranties on all inside cable wiring and installation effective upon installation of newly installed equipment.Specific Requirements: Contractor will have a Project Manager on site at all time. Project Manager from a subcontractor company is not acceptable. Contractor will adhere to and obey all government regulations, policies and guidelines that are currently in place or established at the time of or during the period of the contract.Site Control: Removal of debris: The contractor shall be responsible for cleanup and removal of debris resulting from work being performed in the customer floor area on a daily basis. Storage: A secure storage facility will be required for storage of contractor provided materials. Facility Damage: The contractor is responsible for any damage incurred while in the process of performing work, i.e., damaged voice and/or data hardware, broken ceiling tiles, damaged walls, scratched furniture, etc.Task Descriptions: DDSP Warehouse 82: Provide and install (1) 2?x 4? cable tray above the hallway ceiling at Warehouse 82 approximately 130 feet. Provide and install (1) 12 multimode fiber cable from the existing telecom closet to the new telecom closet at Warehouse 85 approximately 250 feet. Provide and install (1) WCH-02P wall cabinet with (1) CCH panel and terminate (12) fibers with SC unicam connectors at new closet location in Warehouse 85. Provide and install (1) CCH panel an d(12) SC unicam connectors at the existing telecom panel in Warehouse 85. Provide and install (10) Bix block at the close location in Warehouse 85. Provide and install (1) Category 5 cable from the closet location at Warehouse 85 to (10) locations in the renovated office are approximately 400 feet. Provide and install (2) Category 6 cables from the closet location at Warehouse 85 to (10) locations in the renovated office are approximately 400 feet. Provide labor and equipment to terminate (10) Category 5 cables at the closet location Warehouse 85. Provide and install (1) 24 port Panduit patch panel and terminate (20) Category 6 cables at the closet location in Warehouse 85. Provide and install (20) 6 pin Panduit jacks at (10) locations in renovated office area. Provide and install (20) 8 pin Panduit jacks at (10) locations with boxes and wall plates in the renovated office area. Provide labor and equipment to test all Category 5 and Category 6 cables. Provide (1) set of test results on disk and (1) hard copy. The following clauses and provisions apply: ADDENDUM TO 52.212-1 ? INSTRUCTIONS TO OFFERORS ? COMMERCIAL ITEMS: 52.212-1 (c): Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. PROPOSAL PREPARATION INSTRUCTIONS USING LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) PROCEDURES. PURPOSE These instructions prescribe the format of the proposal and describe the approach for the development and presentation of proposal data. The instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of the proposal. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make an award based on initial offers received, without discussion of such offers. SUBMISSION OF PROPOSALS Proposals shall be submitted via email to karen.ghani@dla.mil. All proposals must be received electronically by 15 May 2006 at 1:00 PM EST. TYPE OF CONTRACT. The Government contemplates award of a Firm Fixed Priced contract resulting from this solicitation. VOLUMES Quotes shall be submitted as two separate files. Both files shall be labeled to identify the offerors name and volume title. VOLUME I The offeror will submit one copy of Volume 1 to include the following information:Schedule of Supplies/ Services with prices and Completed Representations and Certifications. Complete CLIN price (one for labor and one for material--each need to provide a price breakdown) information in the Schedule of Supplies/Services. Complete certification and representations located in FAR 52.212-3 and DFARS 252.212-7000. VOLUME II. The offeror will submit one copy of Volume 2, and it will include the following information: a Quality Control Plan, and Past Performance Information. There shall be NO reference to pricing in Volume 2. FACTOR 1 ? Quality Control Plan. The contractor shall provide with their proposal a Quality Control Plan for review by the Government. The contractor shall abide by all applicable state and federal building and OSHA regulations. All work shall be Telecommunications Industry standard specification quality. No prices are to be included in the Quality Control Plan. FACTOR 2 - PAST PERFORMANCE. The offeror shall submit at least three (3) references of services being performed of the magnitude specified in the performance work statement. Experience can be with Government or commercial customers. Please provide the following information:1.Procurement Agency/Purchaser, with name and telephone number and email address of the Contracting Officer or Purchaser.2. Brief work description and discussion of the similarities and differences between the previous experiences and the requirements of this solicitation. 3. Contract price. 4. Contract completion date and period of performance in months. 5.List any other pertinent information concerning performance under the contract. 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) ADDENDUM TO 52.212-2 ? EVALUATION ? COMMERICAL ITEMS: EVALUATION FACTORS FOR AWARD USING LOWEST PRICE TECHNICALLY ACCEPTABLE PROCEDURES BASIS FOR AWARD. The Government intends to award a contract resulting from this solicitation to the responsible offeror using the lowest price technically acceptable source selection procedures in accordance with FAR Part 15.101-2 as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with the FAR, and the proposal conforms to the solicitation requirements. The requirements include all stated terms, conditions, representations, certifications and all other requirements of this solicitation. The Government intends to award without discussions; therefore, the each initial offer should contain the offeror?s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the contracting officer. UNREALISTIC PROPOSALS Offerors are advised that unrealistically low price, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement, or has made an incautious proposal. EVALUATION PROCEDURES The Government intends to award a contract resulting from this solicitation to the responsible offeror using the lowest price technically acceptable source selection process. Quotes shall be evaluated for acceptability or unacceptability only and shall not be rated. Award will be based on the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors. Any offeror who has submitted a technically acceptable proposal and who has been found to have an acceptable past performance will then have the proposal evaluated for the lowest price. FACTOR ? 1 QUALITY CONTROL PLAN Technical acceptability will be evaluated on an acceptable/unacceptable basis. An offeror must provide a quality control plan that provides an explanation of their quality control procedures and techniques for the performance work statement. FACTOR 2 - PAST PERFORMANCE. Past Performance acceptability will be evaluated on an acceptable/unacceptable basis. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a ?Neutral/Unknown Confidence? rating for past performance. In investigating relevant past performance, the Government will consider information in the offerors proposal and information obtained from other sources. Other sources may include past and present customers and their employees, other Government agencies including state and local agencies, pre-award surveys, consumer protection agencies and better business bureaus, and others who may have useful information. Factors such as customer satisfaction, timeliness, product quality, and similarity to the existing project will be taken into account. To be acceptable, the proposal must provide sufficient information about the offerors performance record that the Government can determine that the offeror should be able to successfully perform the required effort.FACTOR 3 - PRICE. The Government will perform a price analysis to determine the reasonableness of proposed price in accordance with FAR 15.404-1(B)(2). The Government will utilize a comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes price reasonableness (see FAR 15.403-1(c)(1)). In addition the Government will utilize a comparison of previously proposed prices and previous Government and commercial contract prices with current proposed prices for the same or similar items, if both the validity of the comparison and the reasonableness of the previous price(s) can be established. The proposed price between offers with substantially equal technical and past performance ratings shall be a major factor in the selection of a proposal for award.
