- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible contractors may submit a quote. LINE ITEM 0001: Inverted Research Optical Microscope meeting all of the following required specifications: 1) Must be able to perform transmission and fluorescence microscopy. 2) Must be able to operate in the following modes: a.) cross polarized (POL), b.) Hoffman modulation contrast (LMC), c.) phase contrast (Ph), d.) fluorescence (for use with fluoroscein, NIR imaging, and, or rhodamine) (Fluor), and e.) bright field (BF). 3) Must have 4x, 10x, 20x, and 40x objectives with the following specifications: Magnification (Mag), numerical aperture (NA), working distance (WD), and cover glass correction thickness. a) Mag: 4x, NA: 0.10, Mode of use: POL, BF, Fluor, WD: 17mm minimum, Correction: None. b) Mag: 10x, NA: 0.30, Mode of use: POL, LMC, BF, WD: 10mm minimum, Correction: None. c) Mag: 10x, NA: 0.30, Mode of use: POL, BF, Ph, Fluor, WD: 10mm minimum, Correction: None. d) Mag: 20x, NA: 0.45, Mode of use: POL, BF, Ph, WD: 6.7mm minimum, Correction: 0-2. e) Mag: 40x, NA: 0.60, Mode of use: POL, BF, LMC, Fluor, WD: 2.9mm minimum, Correction: 0.1-1.3. f) Mag: 40x, NA: 0.55, Mode of use: POL, BF, LMC, Fluor, WD: 6.5-8.3mm minimum, Correction: 0.1-1.3. 4) Must have condenser lens for use in LMC mode, NA at least 0.5, and WD at least 45 mm. 5) Must have condenser lens for use in Ph mode, NA at least 0.3, and WD at least 70 mm. 6) Must have center adjustment of phase rings or apertures. 7) Must have trinocular observation tube, with two 10x22mm eyepieces, and a C-mount for video camera attachment. 8) Must have side port prism with C-mount. 9) Must have engagable, focusable Bertrand lens. 10) Must have 1x to at least 1.5x magnification changer. 11) Must have 12V/100W halogen bulb assembly for transmission. 12) Must have 100W mercury lamp for fluorescence. 13) Must have filters: 12 percent and 25 percent neutral density; (546 or 550) nm and (590 or 600) nm interference filters; quarter and full wavelength retarders, compatible with the (546 or 550) nm interference filter; polarizer and analyzer. 14) Must have 40 mm condenser lens assembly, with adjustable aperture diaphragm and positions suitable for working in LMC and Ph modes. 15) Must have UV lamp and illuminator assembly. 16) Must have 6 position filter cube turret. 17) Must have fluorescence filter for excitation at 545 nm and emission at 620 nm. 18) Must have fluorescence filter for excitation at 470 nm and emission at 525 nm. 19) Must have motorized programmable translation specimen stage; stage controller that can be addressed by USB serial port; USB adapter for use with Windows 2000; 2 by 3 inch slide holder; 3 by 4 inch travel; repeatability of motion plus or minus 1 micrometer or less; accuracy of motion plus or minus 3 micrometer or less. The Contractor shall state the warranty coverage provided for the equipment. Please submit all questions in writing to: andrew.perry@nist.gov Delivery terms shall be FOB Destination. Delivery shall be completed no later than 60 days after receipt of order. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability and Past Performance, when combined, are equal in importance to price. If Technical Capability and Past Performance are equivalent, price shall be the determining factor. Past Performance and price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability evaluation factor. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b) (10) and/or the offeror?s recent and relevant procurement history with NIST or its affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001 and all technical evaluation criteria, 2) A Description of the commercial warranty; and 3) one copy of the most recent published price list. All quotes should be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Andrew Perry, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640.
