Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Precision Engineering Division of the Manufacturing Engineering Laboratory (MEL), intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with the University of Maryland, of College Park, Maryland for scientific services for the instrumentation development for nanoscale measurement and manipulation. This requirement will involve developing software to simulate motion of nanoparticles in an optical-tweezers-based nanoassembly instrument, to develop instrumentation and image processing software to measure the positions of microspheres and nanoparticles in the instrument, and to perform laboratory measurements to measure the performance of these programs and fabricate structures by positioning microspheres and nanoparticles on substrates. The control system operates a nanoassembly tool, and incorporates a number of network-based software modules that control assembly hardware, provide a graphical user interface (GUI), image and visualize the nanoassembly workspace, and control the overall system. Based on market research there is no other system available that can perform a similar function or design. The University of Maryland has developed the system software, including the communication interfaces, a graphical user interface, and the instrument controller. The University of Maryland designed the new architecture and the modules that must be completed in this next phase of development. Therefore, the University of Maryland is the only vendor that NIST is aware of that appears capable of completing the development of this system. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6.5 Million. This notice of intent is not a request for competitive quotations, however, parties that are capable of providing the services noted above may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by May 8, 2006. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
