- US DEPARTMENT OF COMMERCE, NOAA, National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center(SEFSC), 75 Virginia Beach Dr. Miami, FL 33149 SUBJECT: The NMFS intends to award a sole source purchase order to Dr. Iliana Baums of Pennsylvania State University, University Park, PA to perform analytical services to determine multilocus genotypes of tissue samples of elkhorn coral , Acropora palmata. Elkhorn coral is in process of listing as Threatened under the US Endangered Species Act. It is a branching coral species which commonly reproduces by fragmentation (i.e. a branch breaking off to re-attach and form a new colony) yielding colonies that are genetically identical. The only published method to distinguish genetic individuals in this coral has been developed and perfected by Dr. Baums (Baums et al. 2005. Mar Ecol Prog Ser 288:115-127 ) and she is the only one who has demonstrated to ability to apply the technique successfully. This contract is to provide analytical services to determine the genotype of tissue samples provided by SEFSC and for professional advice in interpretation. DESC: The project will have the following components: 1) Tissue samples, preserved in ethanol, will be provided by SEFSC to the contractor 2) Contractor will perform sample preparation, laboratory analysis (according to methods of Baums et al. 2005), and interpretation 3) Contractor will provide SEFSC will results in the form of spreadsheets indicating the multilocus genotypes, and written interpretation Anticipated performance period is date of award through August 30, 2008 with an option year to extend the contract for one additional year when additional funds become available. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ).
