Description
The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with L-I Standards & Technology, Inc. 209 High Street, New Windsor, MD 21776-0729 for a cryogenic radiometer cryostat to supplement the existing cryogenic radiometer used in NIST's High-Accuracy Laser Power and Energy Meter calibration service. The cryostat will be used to research and develop a new cryogenic radiometer with capabilities beyond NIST's current device, the Laser Optimized Cryogenic Radiometer (LOCR). The new cryogenic radiometer cryostat must be compatible with the current calibration system, including the electrical control systems, and size, weight, and performance constraints. Because NIST's Cambridge Research Incorporated (CRI) electrical system is proprietary, there is only one responsible source which can deliver the cryostat. The LOCR, a modified CryoradII, including its detector assembly and electrical control system, were built by CRI, but the rights to CRI's technology have since been sold to L-1 Standards and Technology Inc. Therefore, only L-1 can provide a device that is compatible with the existing proprietary system. The new cryostat must most importantly be compatible with NIST's existing vintage detector assembly and electronic control system. The device must also meet the following criterion: 1. Liquid Nitrogen radiation shielding with a hold time greater than 16 hours; 2. Liquid Helium radiation shielding with a hold time greater than 72 hours; 3. Cryostat dimensions of approximately 30 cm in diameter and 70 cm in height; 4. 2.75 inch CF flange with manually operated valve for cryostat evacuation; 5. 4.5 inch CF flange for attaching an optical system to the cryostat; 6. Internal wiring harness for use with NIST's vintage CRI receiver/heat sink assembly and CRI electronic control system. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under $100,000). This synopsis is issued for information purposes. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date is May 15 2006.
