Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE MAKAH TRIBE FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). PURPOSE OF PROPOSED CONTRACT IS TO PROVIDE ESTIMATES FOR THE ENCOUNTER RATES OF SUB-LEGAL CHINOOK SALMON AND NON-TARGET SALMON IN WASHINGTON TREATY AND NON-TREATY TROLL FISHERIES. THE PACIFIC SALMON TREATY RECOGNIZES THE NEED TO ACCOUNT FOR INCIDENTAL FISHING MORTALITY. THE CHINOOK TECHNICAL COMMITTEE (CTC) CONCLUDED THAT THE COAST-WIDE MAGNITUDE OF INCIDENTAL FISHING MORTALITY FOR ALL SIZES OF CHINOOK IS IN THE RANGE OF 30 TO 50 PERCENT OF THE REPORTED CATCH. CURRENTLY, ESTIMATES OF ENCOUNTERS OF SUB-LEGAL FISH ARE TYPICALLY BASED ON VERY LIMITED DATA. THE CURRENT DATA ON ENCOUNTER RATES IN THE WASHINGTON TROLL FISHERY IS BASED ON LOGBOOK DATA FROM THE 1970S. THIS STUDY IS DESIGNED TO ADDRESS SOME OF THE DATA NEEDS OF THE CTC BY GENERATING MORE CURRENT ESTIMATES OF ENCOUNTER RATES IN THE TREATY AND NON-TREATY COMMERCIAL TROLL FISHERY. ESTIMATES OF ENCOUNTER RATES WILL BE MADE BY DIRECT OBSERVATION OF SUB-LEGAL CHINOOK AND OTHER SPECIES ENCOUNTERED IN THE WASHINGTON TROLL FISHERY WITH A PRECISION SUCH THAT 95 PERCENT CONFIDENCE INTERVAL IS NO GREATER THAN 10 PERCENT OF THE POINT ESTIMATE OF THE SUB-LEGAL PORTION. THE ESTIMATES WILL BE MADE BY AREA, MONTH AND SPECIES STRATA. THE PACIFIC SALMON COMMISSION CONCLUDED A NEW AGREEMENT IN JUNE OF 1999 THAT ESTABLISHED A NEW ABUNDANCE-BASED MANAGEMENT APPROACH FOR MANAGING THE CHINOOK FISHERIES. THE ABUNDANCE BASED MANAGEMENT PLAN INCLUDED ASSIGNMENTS OF NEW DATA COLLECTION AND ANALYSIS TASKS TO THE PACIFIC SALMON COMMISSION?S CHINOOK TECHNICAL COMMITTEE (CTC). THE MAKAH FISHERY BIOLOGISTS MANAGE A MAJOR PORTION OF THE TROLL FISHERY WHERE THIS STUDY WILL BE CONDUCTED, AND ARE VERY FAMILIAR WITH ITS CONDUCT AND THE FISHERMEN WHO PARTICIPATE IN IT. THE USE OF ONBOARD OBSERVERS ON TREATY TROLL VESSELS MAKES UP THE MAJOR PORTION OF THIS PROJECT. THE MAKAH FISHERY MANAGERS MANAGE THE TREATY TROLL FISHERY AND WORK CLOSELY WITH THEIR TRIBAL FISHERMEN. THE MAKAH TRIBE IS THE ONLY KNOWN SOURCE THAT POSSESSES ACCESS TO TROLL FISHERY FISHERMEN AND SIMILAR EXPERIENCE CONDUCTING ENCOUNTER RATES OF SUB-LEGAL CHINOOK SALMON. PERIOD OF PERFORMANCE WILL BE FOR ONE YEAR FROM DATE OF AWARD. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
