- ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. FEDERAL ACQUISITION REGULATION (FAR) PART 36.6 (BROOKS ACT) SELECTION PROCEDURES APPLY. Architect/Engineer (A/E) services in support of the Department of Energy (DOE) National Energy Technology Laboratory (NETL) are required for a firm fixed-price Indefinite Delivery, Indefinite Quantity (IDQ) contract primarily for various types of A/E tasks related to construction projects and renovation or modification of existing facilities. The tasks shall include: (a) Title I - preliminary design services such as conceptual design, material and cost estimates, and feasibility studies; (b) Title II - specifications and drawings; (c) Title III - construction and fabrication inspection services; (d) in-house energy management activities; (e) computer aided drafting and design support services; (f) value engineering activities; (g) facility condition assessment; (h) Leadership Energy Environmental Design (LEEDS); and (i) other Architect and Engineering technical support services. A strong multi-discipline team is required. This team can be comprised of prime and subcontractors. DOE NETL has research facilities in Pittsburgh, Pennsylvania; Morgantown, West Virginia; and also at the Albany Research Center (ARC) in Albany, Oregon. In addition, services on an as needed basis may be provided to other off-site facilities for selected NETL supported projects. The principle places of performance will be at the Pittsburgh, Pennsylvania and Morgantown, West Virginia locations. The period of performance for the resultant contract shall include a three-year base period and two, one-year option periods for a maximum of five-years. The maximum contract value may not exceed an aggregate total of $6,000,000.00 over the five year period. The minimum guarantee for the IDQ contract shall be $100,000.00 for the life of the contract. Task Orders may be issued between the amounts of $2,500.00 and $2,500,000.00. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. The NAICS Codes for this procurement are 541310 and 541330 and the annual small business size standard is $4.5M. This procurement is a 100% SMALL BUSINESS SET-ASIDE. Small businesses may team together or with large businesses, and be eligible for award of a set-aside contract, when at least 50% of the services will be performed by the small business. In addition to the small business size limitation, this procurement is limited to A/E firms within the following counties: MARYLAND: Allegany and Garrett; OHIO: Belmont and Monroe; PENNSYLVANIA: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington, and Westmorelend; and WEST VIRGINIA: Barbour, Brooke, Doddridge, Hancock, Harrison, Marion, Marshall, Monongalia, Ohio, Preston, Taylor, Tucker, Tyler, and Wetzel. The Government intends to award only one contract from this announcement. The resulting contract shall include the clause FAR 52.217-8, Option to Extend Services. Services may be accomplished in the firm's home office with the exception of field/subsurface investigations and surveys as required at the specific task order project sites. Limited office space at the NETL facilities may be provided. Task orders are primarily for the preparation of detailed drawings and specifications, calculations, studies and cost estimates for contract documents via Design-Bid-Build method. Offerors shall be evaluated on the following three criterion: 1) General Qualifications; 2) Personnel and Organization; and 3) NETL Criteria. Criterion 1 and 2 are of equal importance and more important than Criterion 3. Any subcriterion under each of the three major criterion are of equal importance. Prospective offerors shall submit their SF 330 -- Architect-Engineer Qualifications in response to the synopsis. The SF 330's shall ensure that sufficient detail is provided to highlight the breadth and depth of the firm's experience in each of the evaluation areas. The A&E must demonstrate his and each key consultant's qualifications with respect to the published evaluation factors for all services. (a) GENERAL QUALIFICATIONS: (1) Reputation and standing of the firm and its principal members; (2) Experience and technical competence of the firm in comparable work; (3) Past record in performing work for DOE, other Government agencies, and private industry, including projects or contracts implemented with no overruns; performance from the standpoint of cost including cost overruns (last 5 years); the nature, extent, and effectiveness of contractor's cost reduction program; quality of work; and ability to meet schedules including schedule overruns (last 5 years) (where applicable); (4) The volume of past and present workloads; (5) Interest of company management in the project and expected participation and contribution of top officials; (6) Adequacy of central or branch office facilities for the proposed work, including facilities for any special services that may be required; (7) Geographic location of the home office and familiarity with the locality in which the project is located. (b) PERSONNEL AND ORGANIZATION: (1) Specific experience and qualifications of personnel proposed for assignment to the project, including, as required for various phases of the work: (i) Technical skills and abilities in planning, organizing, executing, and controlling; (ii) Abilities in overall project coordination and management; and (iii) Experience in working together as a team; (2) Proposed project organization, delegations of responsibility, and assignments of authority; (3) Availability of additional competent, regular employees for support of the project, and the depth and size of the organization so that any necessary expansion or acceleration could be handled adequately; (4) Experience and qualifications of proposed consultants and subcontractors; and (5) Ability to assign adequate qualified personnel from the proposed organization (firms own organization, joint-venture organizations, consulting firms, etc.) including key personnel and a competent supervising representative. (c) NETL CRITERIA: (1) The offeror???s capability for any special services (e.g., number of CAD systems, types of CAD software) (2) The past experience of the Project Manager for work considering the quality of work under existing and prior contracts involving activities and requirements of similar type, scope, duration, and complexity with the Department of Energy, federal government, state government, local government and/or commercial entities. Particularly his or her abilities in handling multi-phase projects, accelerated deadlines, and fluctuating fiscal budgets will be evaluated. (3) The SF 330s should provide enough detail to highlight the breadth and depth of experience and number of personnel in the following areas: a)Facility Design Work; b) Plant engineering; c)Construction Inspection; d) Mechanical and HVAC engineering; e) Energy management; f)Technical Standards of Development; g)Value Engineering; h) Environmental, Safety and Health; i) Leadership in Energy and Environmental Design; j) Architectural, electrical (power and Instrumentation & Controls), and Civil engineering areas SUBMISSION REQUIREMENTS: To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). You may register via the internet at www.ccr.gov. Firms are also required to be registered in the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Interested firms are requested to include telefax numbers, DUNS number, and Taxpayer Identification Number (TIN) on the SF 330. IMPORTANT: Firms must submit complete data on all the selection criteria, including each specific sub-element requested by the closing date. Specific, clear, detailed submissions will receive higher consideration over generic or incomplete submissions. Only SF 330s will be reviewed. The SF 330 is limited to 50 single-sided pages, 8.5"x11", minimum font size is 10 pt., excluding resumes (SF 330 Section E). Offerors are to submit at least 5 example projects in the SF 330 Section F for both itself and at least 5 example projects for each proposed subcontractor. The SF 330 can be obtained at the following website: www.gsa.gov. Offers are to be submitted through the DOE Industry Interactive Procurement System (IIPS) only no later than 4:00 p.m. EST on June 1, 2006. Only firms responding by the date and time stated above will be considered for selection.
