Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, (DCCPS), Cancer Statistics Branch (CSB) plans to contract on a sole source basis with A. Fritz and Associates, LLC, 21361 Crestview Road, Reno, Nevada 89521-6924 for: SEER Program Quality Improvement Activities. This contract will be for a base year plus six (6) six-month options. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541990 and the business size standard is $6M. Background: The primary functions of the Cancer Statistics Branch, DCCPS are to: (1) plan, develop, coordinate, and maintain a comprehensive national program to measure and report periodically on cancer in the United States population, providing accurate, reliable, and detailed national estimates of cancer incidence, survival and mortality, and integrate patient data with associated demographic, behavioral and medical data; (2) plan, develop and direct a quality control program which establishes, monitors and maintains national and international standards for collecting and reporting cancer statistics, and establishes national and international collaboration and liaison with organizations and agencies that promote comparability of cancer information systems; (3) plan and direct surveillance studies that coordinate with other research efforts in the Division, Institute, and other Federal agencies; and (4) develop and implement, using statistical modeling and operations research techniques, methodologies to resolve quantitative questions in cancer prevention, control, and surveillance, including analysis of trends, forecasting cancer rates, and development of models for diffusion of cancer control interventions. The contractor shall provide expert services in a variety of areas in support of primary function 2, the quality improvement, education, and training missions of the SEER Program. Period of Performance: one base year from date of award plus six (6) six-month options. Contractor is the only known source to the NCI that can successfully complete this project. The Contractor is unique in broad knowledge of cancer registry coding and staging. The Contractor is a Certified Tumor Registrar (CTR) with more than thirty years of experience and has a degree in English, which provides a solid foundation for creating, writing and editing of training materials. In addition, the Contractor holds and maintains dual certification as a Registered Health Information Technician (RHIT) and has intimate knowledge of the structure and coding rules for the Collaborative Staging System which is critical to the successful completion of a number of the required tasks. The Contractor?s in-depth knowledge of the codes and coding rules in ICD-O-3 are critical to the successful completion of a number of the required tasks. The Contractor has participated in the development of the Multiple Primaries and Histology Coding Rules (MP-HCR) project and this in-depth knowledge of this project is critical to the successful completion of the MP-HCR related tasks. The Contractor has coordinated the development of the SEER*Rx interactive drug database, which was introduced in July 2005. This in-depth knowledge of the databases is critical to the successful completion of the SEER*Rx task. This is a notice of intent not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:00 PM EST on May 12, 2006. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
