- The National Cancer Institute (NCI), Division of Cancer Prevention (DCP), plans to procure, on a sole source basis, for NCI?s Study of Biomarkers for Lung Cancer in a Screening Cohort of Yunnan Tin Miners with the Cancer Institute and Chinese Academy of Medical Sciences (CICAMS), 17 Panjia Yuan Nanli, Beijing 100021, China. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541990 and the business size standard is $6M. Background: Starting in1992, National Cancer Institute (NCI) and the Labor Protection Institute (LPI) of the Yunnan Tin Corporation (YTC) have collaboratively developed a biological specimen bank as a resource for the study of early lung cancer markers (Contract No. NO1-CN-25420). The environmental risk factors of this cohort include tobacco smoking, radon, and arsenic. This new project is to study molecular biomarkers using the achieved specimens stored in China, which needs extensive epidemiological knowledge and specimens? handling technology. The overall objective is to discover biomarkers for lung cancer prevention, risk assessment, and early detection. We propose to study biomarkers, including methylation and genetic polymorphisms, in the lung cancer screening cohort of Yunnan tin miners. Period of Performance: 6/1/06-5/31/07. The Cancer Institute and Chinese Academy of Medical Sciences is familiar with the details of this study which will ensure the timely and effective assemble of the critical clinical data associated with this project. Continuity of this on-going study is crucial to the project and the CICAMS is the only source known to the end-user who has the data to complete this project. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:00 PM EST on May 12, 2006.
