Description
The NIH intends to negotiate on a sole source basis with Ms. Delphine Blain of MedStar Research Institute 6495 New Hampshire Institute, Hyattsville, MD 20783. Ms. Blain will provide professional support as a genetic counselor and clinical coordinator to the National Eye Institute. This position requires the services of a board-certified genetic counselor and extensive knowledge of ophthalmic diseases. The contractor will be required to provide the following services: 1. Provide genetic counseling services to families and individuals participating in clinical genetic ophthalmic research protocols. 2. Conduct and support research and provide advice and guidance to researchers and program officials on a wide range of issues related to development and delivery of genetic counseling services. 3. Organize and integrate of pertinent medical, genetic, and psycho-physical information relative to a genetic problem. 4. Recognize and meet the emotional/psychological needs of patient and family. 5. Assist in obtaining therapeutic and supportive assistance. 6. Maintain contact with appropriate voluntary health groups and service organizations. 7. Convene expert working groups to review problems in counseling and develop new or improved guidelines in specialized areas. 8. Assist in the formulation and direction of program clinical research projects. 9. Establish affiliations with other genetic counseling professionals and associations inside and outside the NIH. 10. Work with the NEI staff to establish and maintain a secure and confidential computerized database of patient care activities and molecular genetic records of patients studied. 11. Maintain liaison with prominent members of the ophthalmology medical genetics and genetic counseling community to promote interest, cooperation, and support for genetic counseling initiatives of special interest to the NEI. 12. Participate in meetings, conferences, workshops, seminars, and symposia as they occur to explain and defend NEI plans and priorities in the genetic counseling area. 13. Advise NEI in participation in and support of collaborative projects designed to address topics of critical importance to the genetic counseling field. The period of performance is May 24, 2006 through October 14, 2006. It is believed that Ms. Blain is the only responsible source that can satisfy the government requirement due to the administration and management and interpersonal skills that she possesses and her familiarity with the Ophthalmic Genetics. This notice of intent is not a request for competitive quotes. However, all quotes received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
