- The VA Pittsburgh Healthcare System (VAPHS) has a requirement for complete, off-site Bulk Hospital Laundry and Linen Services, including transportation, for the three (3) separate VAPHS facilities located at University Drive C, Pittsburgh, PA 15240 (Oakland); 7180 Highland Drive, Pittsburgh, PA 15206 (East Liberty), and Delafield Road, Pittsburgh, PA 15215 (Aspinwall). Term of contract will be the Base Year plus three (3) consecutive Option Years. Base year of contract will commence as soon as possible after award of contract. It is expected that proposals will be due o/a 6/1/06, with evaluation for award to follow immediately; exact proposal due date/time will be specified in the solicitation. All-inclusive, per pound pricing will be solicited for the base and option years, which must include all costs associated with performance of work in strict accordance with the Performance Work Statement and all terms and requirements outlined in the solicitation. The estimated quantities of pounds of clean linen required among the 3 VAPHS facilities for a one-year period are as follows: General Linen 2,031,018; OR/Surgical 231,804; Mops 103,751, Uniforms 2,282, Patient Clothing 36,774. Approximate piece counts are included in the solicitation. Note that VAPHS is offering existing quantities of government-owned inventory linen items for trade-out value to the successful offeror; specific items and quantities are listed in the solicitation to request a proposed unit trade-out value (credit) for available inventory items. The NAICS code for this procurement is 812332 and the small business size standard is 13.0 million dollars. In order to assure that VAPHS can make award to a responsible offeror who demonstrates his/her capability to handle the contract volume and requirements contained in the Performance Work Statement, while promoting Dept. of Veterans Affairs goals to award contracts to certain socio-economically disadvantaged business concerns, the method of award with regard to business size and socio-economic status of offerors will be a ?cascade set-aside? procedure. All responsible offerors are invited to submit offers in response to this RFP; first award priority will be given to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, second award priority will be given to Small Business (SB) concerns, and last priority will be given to other-than-small business concerns. Complete details of the cascade set-aside award method are included in the solicitation. This is a competitive negotiated procurement at all levels of the cascade, and will be issued in accordance with FAR Parts 12 and 13. A technical proposal as well as a price proposal will be required, and information regarding the required content of the technical proposal will be contained in the solicitation. The solicitation (RFP 244-06-01362 or ?RFP?) will be issued o/a 5/5/06. The RFP will advise offerors of a date for the on-site Pre-Proposal conference, at which time the Government will address questions and/or requests for clarifications, information, or other general discussion items in order to promote complete understanding of contract requirements. Details regarding the pre-proposal conference and acceptance of advance questions for same will be included in the RFP. All offerors are invited and encouraged to attend the pre-proposal conference, although offerors are advised that any material change to the RFP resulting from discussions during the conference will be made available to all offerors, via a written amendment to the solicitation. It will be expected that offerors will have reviewed the solicitation in its entirety prior to submitting questions or requests for information. Site visits to the VAPHS facilities will be by appointment only and requests will be made to the Contracting Officer?s Technical Representative (COTR) listed in the RFP. No questions regarding specific RFP requirements and/or no requests for site visit will be entertained PRIOR to the issuance of the solicitation document. Offerors may contact the Contracting Officer at any point during the solicitation process for assistance in understanding legal contract requirements, developing appropriate proposals for submission, or satisfying certain general requirements; including mandatory registration in the Central Contractor Registration (CCR) database (http://www.ccr.gov) completion of online ?Representations and Certifications? (http://www.orca.bpn.gov) , and compliance with VETS-100 reporting requirements (http://vets100.cudenver.edu). Solicitation document will be posted to this website when issued and will be available for immediate download. Requests for the solicitation document will also be accepted by the Contracting Officer via hard copy mail at the Agency address above, or by e-mail (Janet.Leuthold@med.va.gov). Facsimile requests are discouraged due to relative unreliability of timely receipt. All interested concerns should register on the electronic Bidders Mailing List for the solicitation, even if the solicitation is obtained directly from the Contracting Officer.
