Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4801-06-T-0162 and this is a Request For Quotation (RFQ). This announcement will be issued as a combined synopsis/solicitation. The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the Best Value to the Government. The period of performance will be from 8 May-22 May 2006. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-08. This acquisition is to be 100% set aside and awarded to SB. The North American Industry Classification System (NAICS) code is 811310. The SB size standard for this code is $6 million. PROJECT DESCRIPTION: CLIN 0001: QTY: 1 ea, Substation Transformers Maintenance and leak repair. See "Statement of Work" below. All items shall be delivered FOB DESTINATION to Holloman AFB, NM 88330. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. DFARS 252.204-7004, Required Central contractor Registration); 3) All Amendments, if applicable, must be acknowledged; 4) questions concerning this notice should be submitted to the Points of contact as indicated in this announcement. ------STATEMENT OF WORK------ MAIN/NORTH SUBSTATIONS TRANSFORMER MAINTENANCE Non-Personal Services: Contractor is responsible for all materials, parts, tools, equipment, transportation, supervision and labor necessary to repair and replace parts on Main/North substation transformers. General Requirements: 1. The Contractor shall repair any damage that is caused by his/her operations. 2. All debris shall be disposed off base. 3. All contaminated material, except collected wash water, shall be disposed off base. Wash water may be deposited in the oil/water separator at the 49 CES compound by Bldg 54 on Holloman AFB. 4. The work area shall be kept reasonably clean at all times. The Contractor shall perform a complete cleanup of the work area at the end of the contract. Specific Requirements: 1. The Contractor shall perform the following specified maintenance on the H.K. Porter Company (American) transformer, S/N 74181288, located at the Main Substation, Bldg 81104, Holloman AFB, NM. 2. A February 2006 test on the transformer insulating oil indicated the need to remove water and other contaminates from the oil. Also the dielectric breakdown value and interfacial tension value of the oil requires improvement. The test results will be provided to the Contractor. 3. The Contractor shall provide the necessary equipment to filter and degasify the oil on site. The Contractor shall provide any makeup oil required to fill the transformer tank to the normal operating level. A nitrogen gas blanket will be put in the tank above the oil. 4. The insulating oil shall have the following minimum standards after processing: Moisture in oil (D1533): 10 ppm max Interfacial Tension (D971): 38 dynes/cm min Acid number (D974): 0.05 mg KOH/g max Dielectric Breakdown (D1816): 30 kV min (1 mm gap) 52 kV min (2 mm gap) Power Factor @ 25C (D924): 0.05% max Power Factor @ 100C (D924): 0.40% max 5. The transformer will be de-energized by Holloman AFB personnel prior to the start of work by the Contractor. Lock out and tag out procedures shall be followed. At the end of work on this transformer, Holloman AFB personnel will energize the transformer. 6. The Contractor shall perform the following specified maintenance on the GE Company transformer, ID: M162393, located at the North Substation, Bdlg 81209, Holloman AFB, NM. 7. A February 2006 test on the transformer insulating oil indicated the need to remove water and other contaminates from the oil. Also the dielectric breakdown value and interfacial tension value of the oil requires improvement. The test results will be provided to the Contractor. 8. The Contractor shall provide the necessary equipment to filter and degasify the oil on site. The Contractor shall provide any makeup oil required to fill the transformer tank to the normal operating level. 9. The Contractor shall repair the leak on the transformer using Contractor supplied parts. The Contractor shall warrantee the leak repair for one year. The Contractor shall clean the transformer and concrete pad of oil residue and accumulated dirt. 11. The Contractor shall repair the broken face cover of the Qualitrol 105-238-01 temperature gauge. 12. The transformer will be de-energized by Holloman AFB personnel prior to the start of work by the Contractor. Lock out and tag out procedures will be followed. At the end of work on this transformer, Holloman AFB personnel will energize the transformer. 13. The Contractor shall provide new independent, certified insulating oil test results for each transformer at the completion of work. Holloman AFB will accept the work when the tests results prove the oil in the two transformers meets or exceeds the above specifications and the leak on the GE transformer has been repaired. 14. The Contractor must have the necessary licenses to perform the above work in the State of New Mexico. 15. The Contractor shall contact the Project Inspector, Van Stratton, at 572-5038 prior to the start of work. END STATEMENT OF WORK
