Description
Eglin AFB, FL has a requirement to repair an Aqueous Film Forming Foam (AFFF) System located in Bldg 3150, Duke Field, Florida. This acquisition is a Design/Build Contract and shall be a Service Disabled Veteran Owned set-aside. The NAICS code is 238220 with a size of standard of $12M. This is a Performance Price Trade Off acquisition and award will be made based upon the ?Best Value? to the Government in accordance with Far 15.3. The government reserves the right to award a contract to other than the lowest proposed price. The contractor shall provide design and construction services required to repair the AFFF System (manufactured by Ansulite). Prospective bidders are expected to visit the area of work and verify all existing conditions and dimensions. The contractor is to provide a complete functional and tested system at the completion of the project. The design work shall be performed by a licensed Fire Protection Engineer registered in the state of Florida with ten years experience designing AFFF Systems or who is certified as a level IV technician by the National Institute for Certification in Engineering Technologies (NICET) in the Automatic Sprinkler System Layout of Fire Protection Engineering Technology IAW NICET 1014-7. The contractor shall prepare and provide complete construction documents including construction drawings, specifications, calculations and design analysis. Construction requirements consist of removing the existing Cerberus Pyrotronics System 3 Universal Alarm Control and install a new compatible control panel with associated power supply, maintain class ?A? circuitry, interface new control panel to existing FCI-72 Fire Alarm Control System, Install addressable input/output modules for alarm devises and releasing devises, remove existing UV/IF detectors and replacing stainless steel piping from existing fiberglass tank to the automatic hydraulic valves at each riser. Additional information will be available in the SOW on upcoming solicitation. The work is located at Duke Field, FL. Estimated dollar range is between $100,000.00 and $250,000.00. Performance period will be 134 Calendar days (design and construction) from NTP. All contractors must be registered with the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. The Government reserves the right to cancel this solicitation, either before or after the closing date, with no obligation to the offeror by the Government. This is a paperless acquisition. Paper copies of the solicitation will not be issued but the Request for proposal will be available on the Federal Government?s Electronic Posting System (www.eps.gov). The solicitation will be available for viewing and downloading on or about 15 May 2006. No response to this notice is necessary, and no source list will be maintained.
