Description
Sources Sought Notice: The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing Munitions Lift support in accordance with the Statement of Work below. MHU-196/M AND MHU-204/M MUNITIONS LIFT TRAILERS MAINTENANCE SUPPORT SECTION C-1 SCOPE OF WORK 1.0 DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services except as specified in Section 3 of this Statement of Work (SOW) as Government-furnished property and Services, necessary to perform tasks in accordance with the SOW on munitions lift trailers. All work shall be performed at Edwards Air Force Base (AFB), California. 1.1 SPECIFIC TASKS 1.1.1 GENERAL INFORMATION. The contractor shall maintain all MHU-196M and MHU-204/M Munitions Lift Trailers in support of B-1, B-2 and B-52 flight-test operations. The Contractor shall provide all organizational and intermediate level maintenance support on MHU-196/M, MHU-204/M Munitions Lift Trailers. The maintenance support shall include Time Compliance Technical Orders (TCTO), scheduled and unscheduled maintenance, scheduling periodic inspections, coordinating supply requirements, preparation of maintenance data documentation and update of maintenance systems. Maintenance support shall be performed anywhere required within the Edwards Air Force Base aerodrome. 1.1.1.1 The contractor shall plan and establish all procedures necessary to accomplish the tasks in this SOW. The contractor shall track, monitor, and assist in the repair/replacement process to ensure timely completion. The contractor shall provide documentation of work performed on MHU-196/M and MHU-204/M Munitions Lift Trailer. 1.1.1.2 As a minimum, the contractor shall have a weekly maintenance and scheduling review of all munitions trailers to discuss maintenance status and availability to mission requirements with government personnel. Daily maintenance and scheduling discussions as necessary on maintenance activities and mission requirements with government personnel would be desired. 1.1.1.3 Modifications to the Munitions Trailers will be performed only upon specific approval of the government through TCTO or specific engineering directions. Approved modifications must be completed within 30 days unless timeframe is dictated by higher government authority. 1.1.1.4 The contractor shall perform all procedures necessary to accomplish the tasks in this SOW, inclusive of ESD Procedures, Tool and FOD Control Programs, in compliance with Technical Orders and/or Air Force Instructions listed in attachment C-5. Current training certifications shall be maintained and provided to the government when requested. 1.1.1.5 The contractor shall refer parts removed from munitions trailers for repair or condemnation to a government technical representative for repair or disposal actions as necessary in accordance with standard Air Force Base Supply processing. In addition, any incomplete asset returned by the contractor shall include a list of missing parts. 1.1.2 All spares and support equipment will be provided as Government Furnished Equipment (GFE) in addition to the tooling and dedicated test equipment listed in attachment C-3. The contractor shall provide all other necessary equipment or tooling as required in support of this contract. 1.1.3 Period of performance will be 24 September 2006 through 30 September 2011 1.1.3.1 The contractor shall provide services Monday through Friday, 7:00 a.m. to 4:00 p.m. (except Federal Holidays) with a minimum of one Field Service Representative (FSR). On call support shall be provided on an as required basis on Saturdays. The contractor shall respond to on call services within one hour from notification. 1.1.4 The contractor will have unescorted access into the Bark Flight Test Center Facility (BFTF). An unescorted badge will be provided to the contractor by the BFTF once both of the following conditions are met: a. Proof that the contractor employee is a U.S. citizen and possesses a current U.S. Department of Defense security clearance, SECRET or above. b. Written validation from the U.S. Government Project Manager at the BFTF that this particular individual has a valid ?need to know? for unescorted access to Consolidated Test Flight (CTF) work area. 1.1.1.1 Actual knowledge of generation or production of classified information is not required for performance of the contract. Cleared personnel are required to perform this service because access to classified information cannot be precluded by escorting personnel. Any classification guidance needed will be provided by the using activity. 1.1.1.2 Prior to beginning operations at Edwards AFB, the contractor will provide Servicing Security Activity (SSA), 95 SFS/SFAIS, with all information required by the Notification of Government Security Activity clause and any additional information and/or documentation that is required by that office. Prior to beginning operations at Edwards AFB, the contractor shall enter onto a Visitor Group Security Agreement with the installation commander to ensure that the contractor?s security procedures are properly integrated with those of the installation. 1.1.1 Contractor will provide informal training to Air Force and or DOD civilians in support of BFTF flight test efforts for B-1B, B-2A, and B-52H weapons platforms. This training will be for up to three technicians and commence upon formal receipt of letter request from 412 AMXS or 912 AMXS maintenance leadership to on-site contractor representative. 1.1.1.1 Training shall include operator (how to use equipment), set-up, inspections, and maintenance, and shall be secondary to the mission. 1.1.1.2 Training objective is to provide trainees in skills and knowledge for systems operational checkouts, set-up, troubleshoots, adjustments and conduct performance checks. Technicians shall be provided knowledge and skills necessary to succeed as operators and maintenance technicians of the MHU-196/M and MHU-204/M Munitions Lift Trailers. 1.2 CONTRACTOR PERSONNEL 1.2.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. 1.2.1.1 The contract manager or alternate shall have full authority to act for the contractor on all contractual matters relating to daily operation and execution of this contract. 1.2.1.2 The contract manager and alternate or alternates must be able to read, write, speak, and understand English. 1.2.2 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well being or operational mission of the BFTF. 1.2.2.1 Contractor personnel shall present a neat professional appearance and be easily recognized as contractor employees. Appropriate clothing worn must be conducive to working in a flight-line environment. 1.2.2.2 The contractor shall not employ any person who is an employee of the United States Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to Department of Defense Document (DoDD) 5500.7-R, Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. 1.1.1.2 The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of those personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract. 1.3 CONTRACTOR?FURNISHED ITEMS AND SERVICES 1.3.1 GENERAL INFORMATION. Except for those items or services specifically stated in section 3 as government-furnished, the contractor shall furnish everything needed to perform this contract according to all its terms. SECTION C-2 SERVICE DELIVERY SUMMARY 1.1 SERVICE DELIVERY SUMMARY 1.1.1 In accordance with AFI 63-124 (1 April 1999), paragraph 3.1, the following Service Delivery Summary (SDS) will be utilized during performance of this contract. Performance Objective SOW Paragraph Performance Threshold Maintain the munitions lift trailers. 1.1.1 2 each MHU-196 and 1 each MHU-204 of the 5 total munitions trailers assigned maintained in serviceable condition and available for use at all times to support mission requirements 100% of the time. 1.2 Provide hands on training as required. 1.1.5.1, 1.1.5.2, 1.1.5.3 Training completed on schedule as requested 100% of the time. 1.3 Maintain, update documentation. 1.1.1.1 Equipment and maintenance documentation soft and automated maintenance records (CAMS) immediately upon completion of all maintenance actions. Adherence to Tool and FOD Control and Accountability Programs. 1.1.1.4, Section 5 Services performed IAW Air Force Technical Orders and Instructions 100% of the time. Participate in weekly maintenance and scheduling reviews with customer as a minimum. 1.1.1.2 100 % attendance, communication and participation with customers on maintenance and scheduling reviews, weekly if not on a daily, basis. Maintenance activities incorporate effective ESD material handling practices. 1.1.1.4, Section 5 ESD material handling practices are adhered to 100% of the time when necessary. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide complete Munitions Lift Support listed above. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 811310. The Small Business size standard is $6,000,000. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in Sep of 2006.
