- Under the authority of Federal Acquisition Regulation (FAR) 6.302-1, and utilizing FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick , MA on behalf of the United States Army Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Armacel ( Armacel ) Armor Corporation, 2255 Pleasant Valley Road, Suite E, Camarillo, CA 03012-8511. T his effort is to provide the Government with 130 ceramic composite ballistic inserts for testing and evaluation purposes. The Government has a requirement to test and evaluate ballistic plates produced using a particular production method. This method uses an adhesive property on the backing of the ceramic plates which is proprietary to Armacel. As such, Armacel is the only available source to satisfy the requirement. Therefore the contract will be awarded to Armacel. Questions concerning this acquisition may be addressed to the above address, Attention: Mr. Richard R.
