Description
This project is to Design and Build a 300 Member Armed Forces Reserve Center, an organizational maintenance shop, area maintenance shop, and an unheated storage area at Sioux Falls, SD. The procurement selection process will be a two phase design bui ld and the award will be a firm fixed price contract. The AFRC/OMS/AMSA buildings will be permenant construction with reinforced concrete foundations, concrete floor slabs, and structural steel frames, masonry veneer walls, standing seam metal roofs with c omplete mechanical, electrical and building information systems. The Unheated Storage Area will be a pre-engineered steel structure with metal panel wall and roof construction. Site work will include grading, paving, walks, curbs, gutters, drives, exterior lighting, bi-level loading ramp, landscaping, and extension of utilites to serve the project on an approximately 11 acre government owned site. Physical Security measures are to be incorporated into the design of the building and site. The evaluation fact ors for the first phase will be Technical Factors and Technical Qualifications, Phase two will consist of your Management Approach, Subcontracting Narrative, Subcontracting Plan, and Price. The estimated performance period is 540 days. The estimated costs of this project falls in the range of $10 to $15 million. This is an EARLY START project, the initial award will only provide funding for the design and the funding for the construction portion is subject to Congress authorizing the project and appropria ting the construction funds. The Request for Proposal will be issued on or about 12 May 2006 and the Phase I proposals will be due on or about 13 June 2006. After the Phase I evaluation the goverment will select 5 contractors to proceed to Phase II in wh ich they will be asked to prepare their proposals for Phase II that will be due on or about 24 July 2006.
