- The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source, under the authority of Federal Acquisition Regulation 6.302. The Bureau of Land Management, Nevada State Office intends to award a sole-source purchase order for flex nylon neck tags (developed by NASCO), to NASCO International Inc. The neck tags are required to identify wild horses and burros in pens at the preparation center and then wherever the animals are shipped for adoption or holding throughout the United States. All BLM Wild Horse and Burro preparation locations are standardized in using the neck tags for identification. In accordance with BLM Wild Horse & Burro Preparation Handbook #H-4750-1, Ear Tags are prohibited. Adjustable ropes or bands are used to attach ID tags to the animal's neck (the ID number is the last four digits of the freeze mark). The neck tags should be a minimum of 3 inches wide with legible numbers at least 1-1/4 inches high, with both sides imprinted with the last 4 digits of the freeze mark and clearly visible from either side. The neck tags are engraved with 4 digit numbers to avoid fading which can occur after time. They are guaranteed unbreakable in normal use and are made of material that is strong enough to withstand the inclement and harsh conditions found at the facilities. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Contracting Officer by e-mail (kim_ferguson@nv.blm.gov) no later that 05/07/06. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award.
