Description

This is a combined synopsis/solicitation for commercial items prepared by the National Park Service, Gulf Islands National Seashore, in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotes are being requested and a written solicitation will not be issued. Solicitation No. Q5320060088 is issued as a Request for Quote (RFQ) to supply commericial items under a firm, fixed-price purchase order. DESCRIPTION: Clivus Multrum? Model M54W Trailhead Compost Systems, Quantity: Two (2) each. The system includes: M54 compost tank, ADA accessible building, toilet fixture with connector chute, ventilation fan, grab rails, toilet paper holder, starter bed material, Alcogel with dispenser, maintenance floor hatch, 12 hour (daylight only) solar system, freight (FOB Destination: 39564) and on-site representative to oversee setup and installation by park personnel. Must be "BRAND NAME OR EQUAL." The salient characteristics are: stand-alone, self contained, complete composting toilet building for remote sites; low-maintenance, organic waste treatment system certified by the National Sanitation Foundation under Standard 41; ADA compliant with handicapped accessible toilet; Solar-powered ventilation for odor-free operation; and installation requires minimal site disturbance. This requirement is 100% set-aside for small business. The applicable North American Industry Classification System (NAICS) Code is 326191, and the small business size standard is 500 employees. Offers shall be evaluated based upon the following criteria: Technical capability; Delivery terms; Performance record; and Price. Award will be made to the offeror that is most advantageous to the Government as prescribed in FAR Subpart 12.602. The following FAR provisions and clauses are applicable to this acquisition: FAR 52.211-6 BRAND NAME OR EQUAL; FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-03. OFFEROR REPRESENTATIONS AND CERTIFICATION; FAR 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS. Effective October 1, 2003, any contractor to be awarded a government contract must be registered in Central Contractor Registration (CCR). Contractors may register at http://www.ccr.gov. Responses to this notice should include the firm's (a) name, (b) mailing address, (c) Dun and Bradstreet number (DUNS), (d) Tax Identification Number (TIN), and (e) a statement that the firm is or is not registered in the Online Representations and Certifications Application (ORCA). Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online. To complete your Online Representations and Certifications (ORCA), contracts need to go to http://orca.bpn.gov. All responsible offerors may submit a quotation that, if timely received, shall be considered for award. All quotes shall reference RFQ number Q5320060088, and due by 5:00 p.m., local time on May 8, 2006. Award of contract will be made on or about May 10, 2005. Deliveries are accepted between 7:00-2:00 Monday - Friday.
