Description
The Fleet & Industrial Supply Center Pearl Harbor is seeking sources to provide technical and program management support in the preparation, execution and analysis of at-sea exercises, at sites on and off current instrumented acoustic range locations as directed by Commanding Officer, Submarine Force, United States Pacific Fleet (COMSUBPAC), Pearl Harbor, Hawaii. This support shall be accomplished through use of a flight certified processor for portable range operations and Global Positioning System-equipped Sonobuoys to produce real-time track reconstruction for COMSUBPAC assets. These COMSUBPAC assets include submarines, torpedoes and targets equipped with pinger devices used for localization and track reconstruction. Personnel certified to fly on Navy Aircraft (P-3) are required to provide real-time processing. Company must be very familiar with both Submarine and Naval Aircraft operations and procedures as well as oceanographic requirements. This tasking also supports Fleet training for net-centric operations, including pre-exercise tactical scenario development and training at shore-based submarine training facilities, and conducting tactical development exercises including third party targeting. At a minimum, SECRET security clearance is required. Contract duration will be approximately 24 months, during which a minimum of one exercise and two optional exercises will be conducted. Interested parties shall provide to the Government information as follows: (1) Name of company, include company address, a contact person?s name, telephone number, and email address; (2) Company size (please specify as either large, small business, or 8(a); (3) Describe in detail the scope and experience of past and current similar contracts within the past five years and describe the firm?s capability to perform the work (contract number, dollar value, point of contact, phone number). Responses must be received by 1:00 p.m. HST on 11 May 2006.
