Description
The Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), has a requirement for the managed operations, maintenance, and auxiliary support services for the National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, MI . The Performance Work Statement specifies work to be performed on site. Prospective offerors will be provided an opportunity to visit the site, the details for which will be described in Section L of the solicitation. The laboratory complex is situated on 14.92 acres of land enclosed by a controlled-access perimeter fence, with means of ingress and egress for deliveries and arrivals through vehicle barriers and electronic access gates, with approximately 4.0 acres of adjacent parking and sidewalks. The facility is comprised of a single story building containing approximately 156,000 sq/ft of laboratory space and 30,000 sq/ft of permanent office space. The main building (laboratories, 100 wing, and 200 wing) was constructed in 1970, with an additional wing (the 600 wing), added in 1976. The heavy duty engine buildup area (room 430) and vehicle compliance center (325 area) were both completed in 2004. The building houses its own continuously operating fuel cell generator, 375 Kw diesel emergency generator, and emergency lighting systems. The facility supports seven (7) underground fuel storage tanks in the northeast quadrant of the compound. The contractor shall provide managed operations, maintenance, and auxiliary support services necessary to preserve and sustain the continued appearance, operation, and fitness of the NVFEL facility, equipment, and grounds for laboratory and administrative use on a twenty-four hour, seven day a week basis, with nominal disruption of regular, on-going NVFEL business during normal operations hours, in accordance with all applicable local, state, and federal laws and regulations. Specifically, the contractor shall perform the following tasks: - Provide preventive and corrective maintenance of facilities, fixtures and equipment. - Provide rodent and pest control. - Operate and maintain building plant and systems, including electrical power systems, water systems, laboratory stations, electrical and gas fixtures, ventilation and exhaust systems, emergency safety systems, gas detection and warning systems. - Maintain, test and service facility safety systems, including fire protection system, laboratory safety systems, portable water back flow protection systems, and engine exhaust scrubber systems. - Provide exterior and interior painting; grounds maintenance; vegetation control and appearance; maintain fences, gates, barriers, and pedestrian accesses; repair and maintain road, parking lot and sidewalk surfaces, exterior light fixtures and building entrances; provide snow removal. - Provide emergency repair services in response to malfunction or failure of critical systems or equipment, including services needed to eliminate hazards to life or property, repair or recharge fire suppression system; fence, roof and block wall repairs; relocation, calibration or servicing of equipment. - Provide inventory maintenance and purchasing support; establish and maintain an approved purchasing system; provide records administration, including records of operations, preventive maintenance, and purchasing data; maintain approved inventory list; provide overtime report. - Implement and maintain a health and safety plan. - The contractor shall provide all tools, equipment, vehicles, safety equipment, and uniforms necessary to accomplish the required tasks. The contract will be a follow-on to current EPA Contract no. 68-C-01-178 with Taritas Power Services, Inc. The solicitation will be issued as a total small business set-aside. The applicable NAICS code is 561210. EPA anticipates the award of a performance-based, Firm Fixed Price, term type contract with two cost reimbursable line items; one for supplies and materials, and one for overtime. The period of performance includes one, 12-month base period, plus four, 12-month option periods. Solicitation No. PR-CI-06-10472 will be issued in late May and close approximately 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hard copies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA in accordance with the evaluation criteria set forth in the solicitation. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. See numbered note 26.
