Description
The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with The Regents of the University of Colorado to expand the temperature range of its torsional crystal viscometers from 420 K to at least 600 K at sustained or improved accuracy of the viscosity measurements, to automate their operation under computer control for timely performance of the viscosity measurements and to advance the analysis of the measurement results by incorporating equivalent electrical circuit models of nonlinear resonators in the processing of the raw data measured with the viscometers. This requirement is a continuation of work begun in September 2005 to continue through April 30, 2007. This requirement involves research using Government owned equipment. The Experimental Properties of Fluids Group at NIST is the only laboratory in the world that operates piezoelectric torsional crystal viscometers for standard reference viscosity measurements of gases and liquids in wide ranges of pressure and temperature. The Experimental Properties of Fluids Group has been tasked by the U.S. Air Force, Office of Scientific Research and the U.S. Air Force Research Laboratory to measure the viscosity of jet fuels and rocket propellants. These tasks require an unusually broad and unique set of skills including the design and assembly of micromachined transducers, the conditioning and mounting of electrolytically purified piezoelectric quartz crystals as torsionally vibrating viscosity sensors, verification of their measurement sensitivity and performance, expertise in complex data acquisition electronics, the implementation of sophisticated data acquisition software using the LabView graphical programming language, and the NIST software package ODRPACK for nonlinear orthogonal distance regression analysis, and advanced knowledge of molecular momentum transfer processes in liquids and gases. The University of Colorado has the unique set of skills in microsystems design, broad expertise in complex electronics and piezoelectric transducers, sophisticated data acquisition programming and advanced molecular momentum transfer processes that is needed for this project. No commercial vendor has been located that offers such broad ranging services. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under $100,000). This synopsis is issued for information purposes. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date is May 15, 2006.
