Description
This is a Combined Synopsis/Solicitation for a Commercial Item. NAICS Code 517110 applies to this procurement. The Alaska VA Healthcare System and Regional Office is seeking to procure two (2) 10mbs High-Speed data circuits to transport IP data. Circuits will originate at the VA outpatient clinic in Anchorage, AK, one circuit will terminate at the Pittock Bldg, in Vancouver, WA, and the other circuit will terminate at the Westin Bldg in Seattle, WA. The Vendor will provide a handoff of the circuits to the VA's current network provider and ensure network integration compatibility. The point-to-point connections must traverse disparate paths to provide network reduncancy, and prevent loss of connectivity caused by aggregated circuit outages. Each point-to-point connection must be provided by separate telecommunication carriers. The Alaska VA is constructing a new medical facility on Elmendorf Air Force Base. Construction is expected to be completed in 2009. Upon completion, the vendor must bring facilities into the new structure to continue providing the awarded services. Requirements 1. Vendor must provide all hardware, cabling, racks, backboards, connectors, and any other components required for the network. Vendor must also provide UPS, and surge protection for both equipment and data circuits. 2. Vendor must provide on-site installation for all network components. Installation of the circuits will be defined to include delivery, unpacking, and physical placement of all components, connection and installation of all components, testing of all components, handoff to current VA network provider and full operation of the network to specification for a period of 30 consecutive days prior to acceptance. 3. Vendor must work with current telecommunication network providers (SawTooth) in coordinating installation and handoff of the circuits. The Vendor must test and evaluate the data circuits to ensure the required speeds are met. Vendor will be required to provide test results in writing within 30 days of notification by the VA that circuits are installed. 4. Vendors installed IP Data circuits service shall be available and operational to each customer access location no less than 99.8% of the time per calendar month. 5. Vendor must provide support on a 24 x 7 x 365 basis for the life of the circuits. This support is to include, but is not limited to, analysis of network performance, diagnostics, assistance in configuring equipment, and troubleshooting to assure optimal network operation at all times; Vendor must demonstrate their ability to maintain telecommunications minimum availability of 99.8% per calendar month with no more than a four hour Mean-Time-to-Repair to restore services during periods of “network unavailability.” 6. Vendor must initially respond to customer’s request for assistance or outages within 15 minutes of receipt of contact. 7. Vendor must specify in detail the type of on-site support available to include response times for additional callouts during other-than-normal working hours. Normal working hours are defined as 7:00 am to 6:00 pm (AST) Monday through Friday (excluding federal holidays). 8. Vendor installed circuits must provide 10mbs of throughput. 9. Vendor installed circuits must support the following standards: Ethernet 802.3, H.323,TCP/IP,G.711,G.729,IPSEC,SIP,Cisco Systems SCCP 10. Vendor installed circuits must meet the following performance standards: Delay 65ms, Jitter 40ms, and Packet Delivery of <1% packet loss. 11.
