- Solicitation RML-RFQ-6012 – Courier Services is amended as follows: SCHEDULE: DELETE: Any and all references to duties involving processing in-coming shipments, i.e. date stamping receipts and maintaining records; assist in the receipt and processing of incoming freight; be required to perform data input for received deliveries; and be responsible for unloading, unpacking, and stocking incoming general and scientific supplies in the Building 22 RML Stockroom; be required to use data entry for issue of consumable items using an automated warehouse database program and a handheld scanner. Reference to “be required to perform periodic physical inventory of consumable supplies” is DELETED; the reference to “assist RML staff with annual physical inventories” is changed to read “assist RML staff with annual and/or periodic physical inventories.” FAR Clause 52.228-5 Insurance – Work on a Government Installation is hereby incorporated with recommended minimum general liability coverage of $1M. During the site visit the following questions were asked and answered: Q: “What is the anticipated date of award?” A: Approximately within a week following closing, allowing for administrative matters such as getting CCR; if it’s a new vendor, getting ACH information and ORCA etc. Q: “How long does it normally take to do a background check?” A: Approximately a week or so. Q: “Will mail be distributed once or twice daily? A: At this time it is only once a day, but will most likely go to twice daily. Q: “What is involved in the preparation of mail? Will the Courier Services also be required to pack boxes and prepare labels, etc?” A: No, the packages are already prepared by the folks in the labs, the Courier will only be responsible to get them to Bldg. 29 in time for pickup. Q: “When will the IRF be coming on line?” A: Not until the spring of 2007 so it may be a part of this requirement. [This is a slight deviation from what was said during the Site Visit as it was stated that the IRF would not be coming on line until the FALL of 2007 so would NOT be a part of this requirement.] Q: “What are the duty hours?” A: This question was incorrectly answered as 8:00 am to 4:30 PM. The solicitation actually states 7:30 AM to 4:30 PM. Q: “Will time be allowed to train backup personnel?” What if someone is out sick?” A: Yes, however you must identify any potential employees, whether they are full or part-time so the necessary clearances and identification can be obtained. Any absence of an individual in excess of one day, you should bring in a backup. You must always have adequate staff available to meet the requirements. Q: “How will the Courier Services know where the packages need to go?” A: Each package is labeled (by marker) with the name of the person, bldg and room number. Q: “In the introduction you said this contract is for courier services only, however, the statement of work specifies that the Courier will date stamp receipts and maintain records; shall be required to perform data input; and be responsible for unloading, unpacking and stocking incoming . . . . supplies etc..” A: This appears to be a conflict in the statement of work which requires clarification. (See SCHEDULE above) Q: Will forklift operation certification be an award factor? A: No, if you do not have current certification to operate a forklift, you will BE certified by the NIH Safety Office. You just won’t be allowed to use it until you have been certified. The Response Date is hereby extended to not later than 4:30 PM (MDST) 05/08/06.
