Description
The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344 to replace an existing controller and fatigue rated hydraulic grips on an MTS fatigue machine. This machine is a high rate fatigue machine capable of high strain rate testing at very high rates. It requires a unique three stage servo controller as well as software to control the testing and software to acquire the data. In addition, all hydraulic interlocks and controls must be configured through the existing system. The hydraulic grips will include the hydraulic pressure controls and necessary interface equipment for controls. The unique features on the FTSE controller are the three stage valve controller, the control and data acquisition software (basic Testware and Multi-Purpose Testware software) and the 24 volt hydraulic interface system. The hydraulic grips will be attached to an MTS model 311.31 load frame. This hydraulic grip system shall have 220 kip fatigue rating for fast cycle fatigue (typically 20 hz), the side loading capability, the ability to grip specimens from 0.125 inches thick to 1.75 inches and the ability to control gripping pressure on the specimens with no more than 100 psi fluctuation during a fatigue test. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under $100,000). This synopsis is issued for information purposes. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date will be April 20, 2006.
