Description
The Bureau of the Census intends to negotiate on a sole source basis with Dr. Jun Shao, Madison, Wisconsin to undertake research that focuses on imputation for non-ignorable non-response for cluster, multivariate, or longitudinal survey data. Dr. Shao will work collaboratively with researchers at the Census Bureau on real non-response problems to stimulate the development and advancement of the methodology in handling non-response that will have a substantial impact. He will adopt the model-assisted approach in carrying out the research. Dr. Shao will also develop and present to a set of Census Bureau employees a short course on Analysis of Data with Missing Values. Specific topics of this short course will include: (1) introduction; (2) missing mechanisms; (3) ignorable missing (missing at random); (4) non-ignorable missing; and (5) longitudinal data with missing values. The Census Bureau feels that Dr. Shao is uniquely qualified to provide the above services because of his knowledge and outstanding record of published research in this area. This notice of intent is not a request for competitive bids, however responses received by close of business April 13, 2006 will be review and evaluated. Interested sources having the capability to provide the above services should submit their capability statement with cost information to linda.a.vance@census.gov. No telephone request will be honored. A determination by the Government not to compete this proposed action based on responses received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements.
