Description
Notice of Intent to negotiate and award a contract with Seaway Crude Pipeline Company, Houston, Texas, for Crude Oil Distribution and Terminalling Services for the Strategic Petroleum Reserve Bryan Mound site, Freeport, Texas, under the authority of FAR 6.302-1. Seaway currently has existing facilities connected to the Bryan Mound site which meet the requirements of the scope of work. The general scope of work is as follows: (a) Contractor agrees to make available to the DOE certain common carrier pipeline transportation services, to move oil into the DOE pipeline from vessels unloading at the dock during fill operations at DOE storage, and to move oil out of the DOE pipeline: (i) to Contractor???s facilities for loading onto vessels; (ii) to Contractor???s tank farm facilities and return to DOE???s pipeline; or (iii) into Contractor???s pipeline system for delivery through Contractor???s existing connections during testing or drawdown of the DOE storage; (b) Contractor agrees to maintain for the duration of the contract the system capabilities described herein; (c) Contractor shall perform normal maintenance of requisite facilities within the Contractor???s terminal property, including routine preservation, inspection, lubrication and upkeep. (d) The Government may periodically conduct system tests to simulate drawdown of the SPR storage sites. These tests may involve actual movement of oil through the Seaway Texas City or Seaway Freeport pipeline facilities, or may involve simulated movements to test management, communications, and administration. (e) Transportation and Terminalling Services - Contractor shall have the capability to provide the common carrier pipeline transportation services (System Capabilities) described below. All of the barrel per day capabilities are average daily capabilities over a monthly period. The system capabilities are also subject to the receipt capabilities of any connecting pipelines and the delivery point. Contractor has no obligation to provide any deballasting services and facilities. Contractor will restrict vessels handled for the Government to those vessels having segregated/clean ballasts and not requiring deballasting. Contractor shall provide segregated tankage for use with receipts from DOE pipeline. (i) During drawdown of DOE storage, Contractor???s Texas City pipeline facilities shall be capable of transporting not less than 1,000,000 barrels a day, with monthly daily averages of 300,000 barrels per day to vessels and 880,000 barrels per day by connected pipelines. During fill of DOE storage, Contractor???s Texas City Pipeline facilities shall be capable of transporting not less than 225,000 barrels per day of oil to the DOE pipeline. (ii) At time of drawdown of the SPR, the Contractor at its Freeport/Jones Creek facility shall receive DOE crude oil from the DOE 30-inch pipeline and load onto vessels. Contractor shall be responsible for providing a suitable berth and loading facilities. For drawdown, sustained throughput capability shall be a minimum of 960,000 barrels per day, with a monthly daily average of 400,000 barrels per day to the Freeport docks. Similarly, 350,000 to 400,000 barrels per day monthly average to Jones Creek, with a maximum short term rate of 630,000 barrels per day. For drawdown, Contractor shall receive at least 13 days' written notice of impending drawdown and shall be capable of transporting monthly averages of 400,000 barrels per day to the Freeport docks, and 350,000 to 400,000 barrels a day to Jones Creek. Contractor shall make its best effort to be prepared for drawdown in less than 13 days if requested by the Government. For fill of the SPR system, the Contractor shall receive and offload DOE crude oil from DOE-supplied vessels and shall deliver it to the connection with the DOE pipeline at the terminal. For fill, throughput capability shall be up to 225,000 barrels per day. The period of performance is a 5-year base period with three 5-year unilateral options, commencing on 12/2/06. Interested parties may identify their intere st and capabilities in response to this synopsis. Information shall be forwarded to geralyn.champagne@spr.doe.gov. This information will be considered only for the purpose of determining whether to conduct a competitive procedure. Responses must be submitted within 45 calendar days of the posting of this Notice of Intent.
