Description
THIS NOTICE IS AN INTENT TO SOLE SOURCE NOTICE. NO OTHER WRITTEN NOTICE WILL BE ISSUED. THIS IS NOT A SOLICITATION. The US Department of Health and Human Services has worked to expand it?s emergency response capabilities to serve the nation in any number of crisis from acts of terrorism involving chemical or biological agents, to natural disaster such as Hurricane Katrina, or the avian flu. Part of the emergency response capabilities, is the ability to inform the public at large, and to deliver emergency health and life safety information quickly and accurately nationwide from the medical experts within the department, to hospitals, emergency health responders and the public as a whole. In researching a rapidly deployable communications resource for the Department, Direct Broadcast Satellite (DBS) systems provided a sufficient quality, as well as a readily available national ?stockpile? of systems capable of receiving HHS broadcasts in the event of an emergency. In order to provide the Department with immediately accessible, full-time national broadcast capabilities, a Public Interest Channel accessible through Satellite Television reaching an audience of several million subscribers is required. The requirement is the leasing of such an above described Channel for use by the Department of Health and Human Services on a public interest-basis. THE GOVERNMENT HAS ONLY IDENTIFIED ONE SOURCE CAPABLE OF FULFILLING THE ABOVE REQUIREMENTS: ECHOSTAR, LLC, 9601 S. MERIDIAN BLVD, ENGLEWOOD, CO, 80112-5905. The government intends to negotiate and award a contract to Echostar, LLC on a sole-source basis utilizing FAR Part 12 and FAR Part 15 procedures. The period of performance will be one twelve (12) month base year from date of award, and four twelve (12) month option periods. The terms and conditions that apply to this acquisition are FAR 52.212-4 Contract Terms and Conditions- Commercial Items (Sept 2005), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (Feb 2006), FAR 52.217-8 Option to Extend Services (Nov 1999) and 52.217-9 Option to Extend the Term of the Contract (Mar 2000). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All inquiries or responses to this announcement should be addressed in writing to Jonathan Hamlet at jhamlet@psc.gov. A determination by the Government to compete or not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses indicating the capability of other contractors to fulfill the requirement are received by April 19, 2006, 12:00 PM EST, the Contracting Officer will proceed with the award to Echostar, LLC.
