Description

Notice of Intent to award Sole Source Procurement. The Government intends to issue a sole source purchase order for Drainage way clearance and maintenance to PAPIO-MISSOURI RIVER NATURAL RESOURCES DISTRICT (NRD), 8901 S 154TH ST STE A, OMAHA, NE 68138-3621. The acquisition of operating, maintaining, and repairing of the drainage way service is necessary to reduce the prospective damage to the City of Bellevue and Offutt AFB due to flooding. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with FAR 6.302-1 (a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because there is a memorandum of agreement that was signed in June 1996, between the Offutt Air Force Base, the City of Bellevue, Nebraska, and the Papio-Missouri River Natural Resources District (NRD). This agreement states that the City would be responsible for the design and engineering of a project for an extension of the existing enclosed storm sewer at the northern end of the Bellevue/Offutt Drain, together with enlargement of channel capacity downstream thereof, and installation of enlarged culverts along such drainage way. After completion of construction project, the NRD shall be responsible for operating, maintaining, and repairing the open channel portions of the project with the Base and the City sharing the cost. This agreement is in effect for a 5 year initial term and 4 (5-year) options. The base is intending on exercising the 2nd option year of this agreement pending the availability of funds Far 53.232-19 and Far 53.232-20. The procurement for the operating, maintaining, and repairing of the drainage way service must be completed in a timely manner.
