- The United States Army Communications Electronic Life Cycle Management Command (C-E LCMC) intends to solicit and award a Firm Fixed Price contract in accordance with FAR 6.302-1, only one responsible source, for the acquisition of up to $369,000 doll ars for the Electronic Components Assembly (Back Plate Assembly), AN/ARC-186 (NSN: 5998-01-077-4079, Manufacturer Part Number P/N 638-8713-001) with Rockwell Collins, Division Government Systems, 400 Collins Road, NE, Cedar Rapids, IA 52498-0001, Cage Code (13499). Rockwell Collins is the sole source Original Equipment Manufacturer (OEM) of the required AN/ARC-186 Back Plate Assembly that is recognized and identified on the configuration drawings for the ARC-186 VHF/FM radio system used in the UH-60A and L model Blac k Hawk, AH-64 Apache and CH-47 Cargo Helicopters. The NAICS Code is 334412. The small business size standard is 500 employees. The Government does not possess a technical data package (drawings or performance specifications) that completely defines the form, fit, function (F3), and testing requirements of the required AN/ARC-186 Back Plate Assembly, or the acceptance test criteria for this item. Shipments are to be FOB destination with Inspection/Acceptance at Contractor Facility. Packaging and delivery schedule will be as specified in the solicitation. This is a request for proposal (RFP) and the solicitation number assigned is W15P7T-06-R-C023 .
