- The Army intends to award a supplemental agreement modification to Contract No. W9128A-06-C-0001, FY05 MCAF PNEG043092 Mirror Coating Facility, Maui Space Surveillance Site, Haleakala, Maui, Hawaii, that was awarded to support the existing Advanced E lectro-Optical System (AEOS) building. The AEOS is largest and most sensitive telescope within DoD with adaptive optic systems unique in the world of space intelligence and space track located at a remote site at a high elevation of 10,000 feet on the isl and of Maui. It was recently determined that a new concrete floor must be designed and built to support the moving load of the AEOS mirror and transport cell from the older AEOS building to the adjoining mirror coating facility. A justification and appro val citing 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c)(1) in accordance with Federal Acquisition Regulation (FAR) 6.302-1 on the basis of only one responsible source and no other supplies or services will satisfy agency requirements, has been approved. Work under the proposed supplement agreement will consist of the design-build replacement of the existing concrete floor in the AEOS buildings Lift Room based on the load capacity of the AEOS mirror and appurtenances at approximately 50,000 lbs. The proposed sole source contractor, San Juan Construction, Inc., is currently designing the concrete floor in the adjoining Mirror Coating Facility at the very restrictive Maui Space Surveillance Site atop Haleakala, Maui. The estimated construction cost for this req uirement is $90,000. The Government requests that any interested contractors respond by May 4, 2006.
