Description
THIS IS A REQUEST FOR INFORMATION ONLY. This announcement constitutes a Source Sought Synopsis. This is not a Request for Proposal and will be used to identify SBA Certified 8(a) and/or HubZone and Service Disabled Veteran-Owned Small business firms for the purpose of determining how the solicitation will be advertised. We are seeking SBA Certified 8(a) Firms certified in the Small Business Administration Region IV, which includes the States of Kentucky, Tennessee, North Carolina, South Carolina, Geor gia, Alabama, Mississippi and Florida. Also, we are seeking HubZone and Service Disabled Veteran-Owned Firms nationwide. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Govern ment, implied or otherwise, to issue a solicitation or award a contract. The Project Description consists of Construction of a new gated single bay ogee weir spillway (S-68A) with a vertical lift gate that is adjacent to an existing 3 bay spillway (S-68). The new spillway will be centered on existing CR 621 alignment approximately 290 to the north of the midspan of the existing structure to accommodate a temporary detour road and to avoid interference with the existing tail water weir. Traffic across the existing structure will be maintained by use of the temporary by-pass detour road, which will be constructed on the east side of CR 621 per FDOT standards. The main structure will be composed of the base slab, walls, and ogee weir, all of which will be c onstructed of reinforced cast-in-place concrete. A diversion canal will divert flows though the new spillway and sheet pile wing walls will be used to transition the compacted backfill along the sides of the structure to the typical canal and levee sectio ns upstream and downstream of the structure. The new spillway structure will have a concrete service bridge to allow CR 621 traffic cross the new canal. Elevated operating platforms, to support the gate hoist mechanisms, will be constructed on reinforced concrete columns. S-68A is located approximately 290 to the north of existing spillway structure S-68, which is located on canal C-41A at the outlet of Lake Istokpoga, and centered on existing CR 621 in Highlands County. The Magnitude of Construction is between $5,000,000 and $10,000,000. The performance period is fifteen (15) months. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief de scription of your companys capabilities. The contractors should provide brief references of jobs they have performed and the magnitude of construction. Also, interested contractors must include bonding information (on the bonding company letterhead) that the company has the capability of receiving bonding up to $10 million. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardles s of size shall be eligible and encouraged to compete for this project. REMEMBER: DO NOT REGISTER AS A PLAN HOLDER AT THIS TIME. ONCE THE FINAL PLANS AND SPECIFICATIONS ARE AVAILABLE, THEY WILL BE POSTED ON FEDTEDS. THE FINAL PLANS AND SPECS WILL CARRY A DIFFERENT IDENTIFICATION NUMBER AND REGISTRATION WILL BE REQUIRED AT THAT TIME. Receipt of potential offerors SOC shall be no later than 19 April 2006 by 4:00 pm.
