Description

THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (OPEN TO EVERY ONE). THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROJECT IS 237990. This work consists of Rental of Hopper Dredge with Attendant Plant and Operators for Maintenance Dredging of approximately 3,000,000 cys in navigation channel s in Mobile Harbor. The work will consist of removal and satisfactory disposal of material lying above the plane of 52 feet (or as directed by the Contracting Officers Authorized Representative). Excavated material will be transported and deposited into the Gulf Open Water D/A. Hopper dredge should be complete with all necessary materials, supplies, labor, and transportation including fuel, power, and water for excavation operations. Note: The above general outline of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. ESTIMATED COST RANGE OF THE PROJECT IS FROM $5,000,000 TO $10,000,000. Solicitation/bid documents will be available on or around 24 April 2006. Mr. Leo J. Hickman is Contracting Officer for this project. Note 1. EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitations. The new system, called Federal Technical Data Solutions (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solutions (FedTeDS) Homepage https://www.fedteds.gov/. Registrat ion for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). b. DUNS Number or CAGE Code. c . Telephone Number. d. E-Mail address. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to selfreg ister their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax request s will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this web page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitat ion. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reser ves the right to revert to paper medium when it is determined to be in the Government's best interest. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. Note 5.
