Description
The U.S. Department of the Interior, Minerals Management Service (MMS), Minerals Revenue Management (MRM), Lakewood, Colorado intends to hold an Industry Day to discuss the requirements for contract re-competition of operations and support for the financial management system. The NAICS code is 541513, Computer Facilities Management Services, Size Standard is $23 Million. Industry Day is scheduled for May 2, 2006, 9:00 a.m. to noon at the Sheraton Denver West Hotel. The MRM is responsible for ensuring all revenues from federal and producing Indian mineral leases are accurately collected and disbursed to appropriate recipients in a timely manner. To accomplish this, MRM employs a sophisticated computer system, the MRM Support System (MRMSS). The primary production site for the MRMSS is physically housed in a contractor-owned private facility in Annapolis, MD. The disaster recovery system is physically housed in a contractor-owned private facility in Wood Dale, IL. The MRMSS is comprised of several different sub-systems. These subsystems and their purpose are: 1) Minerals Revenue Management Financial System (MFS) The PeopleSoft based MFS contains federal onshore and offshore and producing Indian mineral lease and agreement data for use in processing mineral production and revenue reports and payments. The data includes: ---Anniversary date and lease term, lease status - producing, non-producing, suspended, etc. ---Billing ---Accounts Receivable ---Standard General Ledger ---Accounts Payable ---Lease/well production ---Distribution Data - county, state, fund codes ---Agreement allocation schedules The MFS also contains date related to MRM customer's mineral production and revenue reports, their mineral payments, and the disbursement of the payments to designated Indian, Federal and State recipients. 2) Minerals Revenue Management Data Warehouse (MRMDW) The MRMDW is a repository of historical financial and production information accessed, by internal users, other Federal agencies, industry, and the States and Tribes. Industry accesses data confirming how reported production and royalty lines were accepted into the system. State and tribal revenue officials access reports on revenues received and disbursed. The Compliance Asset Management Program extends the MRMDW with tools aimed at ensuring MRM is paid all revenues owed. 3) Royalty In Kind (RIK) System The RIK office performs a suite of business activities involved with the sale or exchange of the government's royalty share of production taken "in kind" from Federal leases. The RIK system is used for RIK activities involving RIK property selection, marketing, delivery nomination, credit analysis, invoicing, volume imbalance resolution, and MRM financial system interfacing. INDUSTRY DAY will comprise of a brief introduction of the MRMSS with a question and answer of the Draft Performance Work Statement (PWS)/Solicitation which will be posted to www.fbo.gov on or about 4/11/06/. Part of the purpose of Industry Day is to have interaction with vendors to determine what works and does not work in the PWS and to give small businesses an opportunity for discussion to determine if they want to submit a capability statement to MMS. Capability Statements by small businesses interested in performing this contract shall be submitted to the Contracting Officer no later than close of business on May 25, 2006. The capability statements must address the following items: Capability Statement Requirements In order to determine the qualifications of small businesses, a capability statement will be required from small businesses to address the following: 1. Corporate Experience a) Experience with client & network computing environment b) Discuss work on projects similar in concept, dollar value, and complexity c) Discuss specific experience implementing/administering technical security, business/disaster recovery d) Discuss experience implementing Earned Value Management e) Discuss experience with financial management systems f) Sarbanes-Oxley knowledge and experience g) OMB Circular No. A-127 Financial Management Systems experience h) OMB Circular No. A-130 Management of Federal Information Resources experience i) Discuss experience with award term plans j) Discuss experience with Make-or-Buy plans k) Discuss experience with incentive contracts l) Discuss technology infusion, share in savings experience 2. Personnel Experience a) Pertinence and extent of relevant experience of key supervisory and technical personnel b) Demonstrate phase in/phase out planning experience c) Can personnel pass a background investigation? (Requirement) 3. Past Performance a) Number and size of contract engagements performed by vendor within last three years, the number of projects, complexity, technologic environment, dollar value, must submit references with points of contact b) Demonstrate successful and quality performance on prior engagements c) Demonstrate specific experience implementing/administering technical security, business/disaster recovery d) Demonstrate specific experience with financial management systems e) Demonstrate specific experience with technology infusion f) Demonstrate sufficient general experience to carry out functions in support of MMS/MRM mission g) Relevance of prior experience to current offering; the number of projects, complexity, technologic environment, dollar value, specific experience implementing/administering technical security, business/disaster Please submit capability statements to: MMS WASC Procurement; Beverly C.
